Surface resistance is the resistance measured between electrodes in contact with a material’s surface, reported in ohms (Ω). Surface resistivity is that resistance adjusted for the electrode-path geometry so results can be compared on a square basis. The figures are related, but a meter’s resistance reading is not automatically a surface-resistivity value.
Surface resistance vs. surface resistivity

IEC 62631-3-2:2023 defines surface resistance by the resistance measured between a defined electrode arrangement. It also notes that an indeterminable part of resistance inside the material is included in the measurement. The standard defines surface resistivity as surface resistance reduced to a square. IEC’s catalog description says the standard covers DC methods for measuring both quantities on electrical insulation materials.
What does “ohms per square” mean?
“Per square” describes the geometry normalization, not the size of a particular square. In the IEC terminology excerpt for IEC 62631-3-2:2023, the numeric surface-resistivity value is independent of square size. Ω/square is common shorthand, although IEC describes that notation as non-standardized. The unit alone does not make results from different electrode arrangements or test methods interchangeable.
How are surface resistance and surface resistivity measured?
A test places specified electrodes on or against a specimen and measures resistance under a defined procedure. Resistivity is then calculated using the specimen and electrode geometry. ASTM D257 distinguishes the direct measurement of resistance from the calculation of resistivity using geometric dimensions.

The electrode arrangement matters. IEC 62631-3-2:2023 covers DC testing of electrical insulation materials; its 2023 revision clarified electrode arrangements and conductive means and added an informative annex comparing resistivity results obtained with different arrangements. For that reason, a useful report identifies the method and arrangement rather than giving an unqualified number.
A meter may show resistance or a calculated resistivity, depending on its setup and calculation. Check the instrument’s electrode configuration and procedure against the applicable standard before describing its displayed value as a standards-compliant resistivity result. ASTM D257 notes that material-specific procedures may specify voltage stress limits, electrification times, specimen configuration, and electrode geometry.

Which test method applies to the material?
Choose the method according to the material and its use. Insulating materials, materials used to control electrostatic charge, and moderately conductive materials do not necessarily fall under the same standard.
- Electrical insulation materials: IEC 62631-3-2:2023 describes DC methods for surface resistance and surface resistivity. ASTM D257 covers resistance and conductance methods for insulating materials and says it is not suitable for moderately conductive materials. The ASTM catalog lists D257-14R21E01 as active; consult the current standard for its full procedure. ASTM D257 catalog record.
- Materials used to avoid electrostatic charge accumulation: IEC 61340-2-3:2016 covers resistance and resistivity testing of solid materials for this purpose. Its stated measured-resistance scope is 10 kΩ to 1 TΩ; this is the scope of that standard, not a universal definition or threshold for surface resistance. IEC 61340-2-3 catalog record.
- Moderately conductive materials: ASTM D4496 is the related method identified for this category. The ASTM listing for D4496-04 gives a surface-resistivity scope of 10³ to 10⁷ per square and standard conditions of 23 °C and 50% relative humidity. These figures describe that listed edition, not a general specification; the catalog also lists D4496-21E01 as active, so check the current edition before specifying a test. Why can readings differ for the same material?
A surface test does not isolate surface conduction perfectly. ASTM D257 says some volume resistance or conductance is always involved, so surface resistance is an approximation. The standard also notes that contamination affects the result and that surface resistance changes rapidly with humidity.

Consequently, two values for materials with the same nominal description may differ because the test methods, electrodes, specimen preparation, or environmental conditions differ. Do not compare values as if they were equivalent unless the measurement basis is sufficiently aligned.

- The standard and edition.
- The electrode arrangement and dimensions.
- Specimen configuration, preparation, and conditioning.
- Temperature and relative humidity.
- Applied voltage and electrification time, when specified by the method.
- Whether the reported result is measured resistance or geometry-normalized resistivity.
Follow a material-specific method when one applies. IEC 62631-3-2:2023, IEC 61340-2-3:2016, ASTM D257, and ASTM D4496 have different scopes; the relevant standard and edition determine the procedure and reporting details.
