The file automates only the setup pages and settings you configure; Windows Setup can still show a page if a required value is missing or invalid.
What an unattended Windows 11 setup does
An answer file tells Windows Setup which configuration choices to apply and which setup pages can be skipped. Microsoft describes this as a way to prevent some or all Windows Setup user-interface pages from appearing during installation. It does not replace Windows installation media or guarantee a fully hands-off installation. Microsoft: Automate Windows Setup.
For one or a few fresh installations, the USB method is a straightforward documented option. For a controlled deployment that starts Windows Setup from Windows PE, you can instead specify the answer-file path when launching Setup. Reusing a prepared image on another computer is a separate workflow that requires generalizing the image first.
Create the answer file with Windows SIM
- Install the Windows ADK and open Windows SIM. Windows SIM is included in the Windows Assessment and Deployment Kit (ADK) and is Microsoft’s documented tool for creating and editing answer files. See Install the Windows ADK and Windows System Image Manager technical reference.
- Load the Windows image you intend to deploy. In Windows SIM, select the Windows image and create a catalog file. The catalog represents settings applicable to that image, so use the image and edition intended for the installation.
- Add only the settings you want Setup to handle. Answer-file settings are associated with configuration passes. Place each setting in the pass when Windows processes it, rather than assuming one phase controls every installation screen.
- Validate and save the answer file. Save it as
Autounattend.xmlfor the removable-media method. Microsoft documents Windows SIM as the supported editing workflow; consult its technical reference for using the tool and working with catalogs.
Choose the setup phase for each setting
Windows Setup processes settings in configuration passes. The main phases relevant to an unattended installation are:

windowsPE: Settings for Windows Setup while running in Windows PE.specialize: Settings applied early in the Windows installation process.oobeSystem: Settings associated with the out-of-box experience (OOBE). Microsoft notes that these settings generally run after a user completes OOBE, with documented exceptions; do not assume that placing a setting in this pass automatically suppresses an OOBE screen.
Use Microsoft’s configuration passes documentation to determine when a setting is processed. Configure only the pages and behaviors you actually want to automate.
Run Setup from USB or Windows PE
Fresh installation using removable media
- Copy
Autounattend.xmlto the root of a USB flash drive. - Connect the USB drive alongside the Windows installation media.
- Boot the target PC from the Windows installation media and proceed with Windows Setup.
Windows Setup can discover the answer file on the removable drive. If the file does not include valid values for a required setting, Setup may display the corresponding page rather than skip it. The removable-media workflow is documented in Microsoft’s Automate Windows Setup guidance.
Controlled launch from Windows PE
If your deployment process starts Setup from Windows PE, pass the answer-file location explicitly using the /unattend:<filename> argument. The deployment process must provide the correct path to the file. Microsoft’s documentation describes this option in Automate Windows Setup.

Decide whether you are installing or reusing an image
A fresh installation from Windows installation media does not, on the evidence of Microsoft’s cited guidance, require Sysprep generalization as a blanket prerequisite. Generalization applies when preparing a Windows image for use on another computer.

Microsoft says copying or moving a Windows image to another computer without generalizing it is unsupported, even when the computers have matching hardware. Account for licensing and credentials
If Windows is not automatically activated, OOBE may ask for a product key. Skipping the key can result in a reminder later; whether a particular PC needs a license depends on its entitlement and activation state. See Microsoft’s Windows Setup installation process.

Settings such as AutoLogon and account creation can affect the OOBE account-creation phase. Validate the intended account behavior before deployment, and treat any stored credentials as sensitive. Microsoft’s AutoLogon settings reference documents the relevant configuration.
Protect and remove cached answer files
Windows Setup can cache answer files for later configuration passes and reboots. A cached file may retain passwords, product keys, or other sensitive values. Microsoft advises deleting cached answer files before delivering the computer to a customer; include that cleanup in your handoff process when the file contains sensitive settings.
