Use Telnet’s open command to see whether your computer can establish a TCP connection to a host and port. In the Telnet client, enter open <hostname> <port>, replacing the placeholders with the destination host and the service’s TCP port. A successful connection shows transport-level reachability at that moment—not that the service or its application protocol is working correctly.

What a Telnet connection test tells you

Telnet was designed as a bidirectional communications protocol over TCP, not as a universal service checker. RFC 854 describes its protocol purpose as a “fairly general, bi-directional, eight-bit byte oriented communications facility.” A Telnet connection to a chosen port can help determine whether a TCP connection attempt succeeds; it does not send or validate every application protocol that might use that port. If a connection succeeds but the application still fails, continue troubleshooting at the application layer. The service may have a configuration, authentication, or request-handling problem that a basic TCP connection test cannot reveal. Microsoft’s PowerShell reference describes connection results, not application correctness: Test-NetConnection.

Run a Telnet test to a specific TCP port

  1. Open a command prompt or terminal where the Telnet client is available, then start the client by entering telnet.
  2. At the Telnet prompt, enter open <hostname> <port>. Replace <hostname> with the server name or address and <port> with the service’s intended TCP port.
  3. Observe whether the client establishes the connection or reports an error. Record the exact result and the host and port tested.

Microsoft documents the command as open <hostname> [<port>]; if you omit the port, Telnet uses TCP port 23. That default is generally not the right choice when checking a different service. Specify the intended port explicitly. Microsoft’s command reference covers Windows 10, Windows 11, and listed Windows Server versions and was updated November 1, 2024: open.

Use Windows PowerShell if Telnet is unavailable

On Windows, PowerShell’s Test-NetConnection can test a remote TCP port and return connection results. Run:

Test-NetConnection -ComputerName <host> -Port <port>

Replace the placeholders with the destination host and TCP port. Microsoft documents additional diagnostic parameter sets, including ICMP and route diagnostics, so choose the test that matches the question. A ping or ICMP test is not interchangeable with checking whether a particular TCP port accepts a connection. See Microsoft’s Test-NetConnection reference.

Telnet may not be installed by default in some Windows environments. Broadcom documents PowerShell’s TCP test as an alternative in its support guidance, but configurations vary: Telnet is not installed by default in Windows. If the command is missing, use an approved method for enabling or installing tools in your environment rather than assuming every Windows system has the same setup.

Choose the right tool for the troubleshooting question

Need Telnet Test-NetConnection
Test whether a TCP connection attempt can be established Use open <hostname> <port> in the Telnet client. Use Test-NetConnection -ComputerName <host> -Port <port> on Windows.
Set the destination port Specify it explicitly; the documented default is TCP port 23. Supply it with the -Port parameter.
Get a concise connection result or use other diagnostics Useful for a straightforward connection attempt; it is an interactive client. Returns connection results and supports other diagnostic modes, including ICMP and route diagnostics.
Availability Requires the Telnet client to be available in the environment. Microsoft documents it as a Windows PowerShell cmdlet; confirm it is supported in your environment.

Troubleshoot a failed or inconclusive attempt

Check the host and port first

Verify the hostname or address and the destination port for the service you are investigating. If you omitted the port in Telnet, the client used TCP port 23, which may not be the service’s port.

Interpret failure as a result, not a diagnosis

A failed attempt does not identify one cause by itself. Use the exact error and your organization’s network troubleshooting process to decide what to check next; do not treat a failed probe as proof that a firewall is responsible. Microsoft’s TCP/IP troubleshooting guidance discusses Telnet test errors alongside broader diagnostics: Troubleshoot TCP/IP communication. Depending on the environment, relevant follow-up checks may include netstat or Get-NetTcpConnection.

If the connection succeeds but the service does not work

Move beyond basic reachability testing. Check the service configuration, authentication, expected application protocol, and request-level behavior. Telnet’s successful connection is not a health check for those functions.
