A failed inbound connection does not prove your router is blocking a port. Check the service, forwarding rule, device firewall, and network path in order; then test from outside your home network. If your router is behind another router or your ISP uses carrier-grade NAT (CGNAT), a port-forwarding rule on your router may not be enough.

Is my router blocking my ports?

It might be, but several other problems can produce the same result. A service may not be running, a forwarding rule may point to the wrong device, or the target device may reject or fail to answer the connection. An upstream router or CGNAT can also prevent inbound traffic from reaching your router.

Work through the connection path from the service outward. This helps identify which device or network layer needs attention rather than changing router settings blindly.

Why is port forwarding not working?

  1. Confirm the service works on your local network. Start the application or server, then try to reach it from another device on the same LAN. If that fails, troubleshoot the application, its listening port, or the target device’s firewall before changing the router.
  2. Check the router’s forwarding rule. Confirm the external port, internal port if different, and transport protocol (TCP, UDP, or both, if the application requires both). Make sure the rule points to the target device’s current LAN IP address; a changed DHCP address can leave a rule aimed at the wrong host. Check for another mapping that conflicts with the same WAN port.
  3. Check the target device’s firewall and route. Allow the application or port through the operating-system firewall for the network profile in use. Also confirm the device has a working default gateway so replies return through the expected router. A correct forwarding rule cannot overcome a host firewall block or a broken return route.
  4. Test from outside your home network. While the service is running, try from a cellular connection or another off-site internet connection. A test from your own Wi-Fi to your public address may fail on routers without NAT reflection (also called NAT loopback), even if an outside connection works.
  5. Check whether another NAT device is upstream. Find the WAN or Internet IPv4 address in your router’s status page and compare it with the public IPv4 address reported by an internet service. If they differ, or the router WAN address is private, traffic may be passing through another router or ISP network before it reaches yours.
  6. Ask your ISP about filtering after checking the other layers. Some providers filter selected inbound ports or restrict server hosting under residential terms. Give support the exact protocol and port, the type of WAN address shown by your router, and the result of an outside-network test. A timeout by itself does not establish that the ISP is blocking traffic.

How do I check whether there is upstream NAT or CGNAT?

Compare the IPv4 address shown as your router’s WAN or Internet address with your public IPv4 address. A WAN address in one of these private ranges indicates another private network is upstream:

  • 10.0.0.0–10.255.255.255 (10.0.0.0/8)
  • 172.16.0.0–172.31.255.255 (172.16.0.0/12)
  • 192.168.0.0–192.168.255.255 (192.168.0.0/16)

The shared carrier-grade NAT range is 100.64.0.0–100.127.255.255 (100.64.0.0/10). A WAN address in that range is a strong sign that your ISP is sharing public addressing among customers. A private WAN address can instead mean that an ISP gateway or another router you control sits in front of your router.

If you control the upstream router

You can either configure the upstream device to forward the same traffic to your router, then forward it from your router to the target device, or put the upstream device into bridge mode if the equipment and ISP support that setup and it is appropriate for your network. Bridge mode can let the downstream router receive the public address; forwarding on both devices preserves the two-router arrangement but requires rules on each.

If your ISP uses CGNAT

Your router cannot create a forwarding rule on the carrier’s NAT. Ask your ISP whether it offers public IPv4 service or what inbound-access options it supports. If the application provides another connectivity method, that may be an alternative; the available options depend on the ISP and application.

How do I check if a port is open?

Test the exact protocol and port while the intended service is actively listening, and run the test from a genuinely external network. A generic port check cannot confirm that a service is reachable if the service is stopped or the test uses the wrong transport protocol.

Where you can observe traffic at the network interfaces, the point where it stops narrows the diagnosis: if inbound packets reach the router’s WAN interface but do not leave its LAN interface, inspect the forwarding, NAT, or router firewall rule. If packets reach the target device but no reply returns, check its firewall, whether the service is listening, and its default gateway or return route.

What a refusal or timeout means

  • Connection refused: The target may have actively rejected the attempt, often because no service is listening on that port or the forwarded port does not match the service’s port.
  • Timeout: This is less specific. A stopped service, incorrect rule, host firewall, upstream NAT, CGNAT, or filtering can all prevent a successful response.
