First set your preferred browser in Settings > Apps > Default apps. Whether Windows 11 Start-menu web searches then open in it depends on your region: Microsoft documents this behavior for the European Economic Area (EEA), but its documentation does not establish a universal redirect for users elsewhere.
Set your default browser in Windows 11

Open Settings > Apps > Default apps.

Select the browser you want to use.

Set it as the default for the file and link types Windows offers. Microsoft explains how to choose defaults by app or by file or link type in its Windows default-apps guide.
This setting controls Windows default app associations. It does not, by itself, guarantee that every Windows feature will use the selected browser.
What happens to Start-menu web searches depends on your region
If you are in the EEA
Microsoft says the Bing app that provides web search experiences in Windows Search opens web content in the default browser in the EEA. Microsoft reported that this change finished rolling out to retail Windows 10 and Windows 11 devices in early June 2025. Its EEA Windows update also describes provider options for Windows Search: when a registered provider is installed, it is automatically enabled, and available providers can be reordered in Settings.

If Windows Search provider controls are present on your device, use those controls to enable or reorder a provider. The provider determines which service supplies search results; the default browser determines which app opens a web page. They are separate choices.
If you are outside the EEA
Microsoft’s DMA compliance report says third-party provider extensibility for Windows Search is offered only in the EEA and that, outside the EEA, only Bing may be accessed through Windows Search. Setting another browser as the default remains useful for ordinary links, but the Microsoft documentation cited here does not establish that it will redirect Start-menu web searches in other regions.

The report describes implementation in Windows 10 22H2 build 19045.5440, Windows 11 23H2 build 22631.4830, and Windows 11 24H2 build 26100.3037, generally available in January 2025. Those details describe the documented implementation, not a guarantee that every later Windows release has identical controls or behavior.
Changing Edge’s search engine is a different setting
If you want to change searches typed into Microsoft Edge’s address bar, open Settings and more > Settings > Privacy, search, and services > Search and connected services > Address bar and search. Microsoft says Edge can use an OpenSearch-compatible provider; to add one, search with it from Edge’s address bar first, then select it from the list. This changes Edge address-bar searches. It is not a Windows Search routing setting and does not show that Start-menu searches will use that provider.
When a work or school device locks the setting
An organization can manage Edge’s default search provider. Microsoft says the DefaultSearchProviderEnabled policy applies to managed Windows instances joined to Active Directory or Azure AD, or enrolled in device management. When the policy is enabled or disabled, users cannot change or override the setting. It governs Edge’s provider, not Windows Start-search routing. If the relevant Edge setting is locked, contact your IT administrator.

Why Start search may still open Edge
A different browser shown as the Windows default and a Start search that still opens Edge are not necessarily contradictory: default-app associations and Windows Search routing are distinct, and Microsoft’s documented default-browser behavior for Windows Search is region-specific. Confirm your Windows region and build, then check whether your Windows Search settings expose provider controls. Do not assume that changing Edge’s address-bar provider changes Start search. The cited Microsoft documentation does not verify a universal redirect procedure outside the EEA.
