Configure Intune enrollment restrictions in the Microsoft Intune admin center under Devices > Device onboarding > Enrollment. Use a device platform restriction to control which platforms, ownership types, operating-system versions, or Android manufacturers can enroll. Use a separate device limit restriction to cap the number of devices a user can enroll.

Choose the restriction that matches your goal

Restriction What it controls Where to configure it
Device platform restriction Platform enrollment, personally owned devices, supported OS versions, and—for Android—manufacturers. Available settings depend on the platform. Devices > Device onboarding > Enrollment > Device platform restriction
Device limit restriction The maximum number of enrolled devices per user. Microsoft’s overview states a configurable range of 1 to 15 devices. Devices > Device onboarding > Enrollment > Device limit restrictions

These are separate controls: a platform policy does not set a per-user device count, and a device limit does not determine which platform or ownership type is allowed.

Create a device platform restriction

  1. Sign in to the Microsoft Intune admin center with the Intune Administrator role.
  2. Go to Devices > Device onboarding > Enrollment > Device platform restriction.
  3. Select the tab for the target platform and choose Create restriction. The platform tabs include Windows, Android, macOS, iOS/iPadOS, tvOS, and visionOS.
  4. Enter a name and, if useful, a description.
  5. Set the options available for that platform. Depending on the platform, these can include allowing or blocking enrollment, personally owned devices, minimum and maximum OS versions, or Android manufacturers.
  6. Optionally add scope tags, then assign the restriction to one or more groups. A platform restriction without a group assignment does not take effect.
  7. If appropriate, apply an assignment filter. Filters are supported for Apple and Windows platform policies, but not for Android enrollment restrictions.
  8. Review the settings and create the policy. In the restriction table, reorder policies to change their priority.

Microsoft documents a maximum of 25 device platform restriction policies.

Set OS version boundaries carefully

Minimum and maximum OS version settings are available for Android device administrator, Android Enterprise personally owned work profile, iOS/iPadOS, and Windows. Microsoft says these version restrictions are supported through Intune Company Portal enrollment only. Check the enrollment method before relying on a version boundary.

Microsoft recommends setting a minimum version that meets your organization’s support requirements. Leave the maximum unspecified or set it to the latest version your organization has validated; this gives you time to assess new releases before broadly permitting them.

Use the version format for the platform when entering a boundary:

Set a per-user device limit

To cap enrolled devices, configure the separate device limit enrollment restriction rather than changing platform settings. Microsoft’s current overview lists a limit range of 1 to 15 devices. If a user reaches the assigned cap, enrollment can proceed after an existing enrolled device is removed or the configured limit is increased.

Understand assignment, priority, and timing

Intune has one default device platform restriction policy. It applies to user and userless enrollments unless a higher-priority policy is assigned. For assigned policies, group membership and policy priority determine which restriction applies; supported filters can further scope Apple and Windows policies.

Microsoft says assignment and filter updates between Microsoft Entra and Intune typically take up to about 15 minutes to process. That is a typical processing time, not a guaranteed service-level commitment. After changing group membership or filters, allow time for processing before treating an immediate enrollment result as proof the configuration failed.

Edits to a restriction affect new enrollments; they do not change devices that are already enrolled.

Check enrollment-method exceptions

Restrictions generally apply to user-driven enrollment. Some non-user-driven or special enrollment flows use the default policy instead of an assigned restriction. Microsoft lists these examples:

  • Windows Autopilot self-deploying and pre-provisioned deployment
  • Windows Configuration Designer bulk enrollment and co-management
  • Userless Apple automated device enrollment
  • Azure Virtual Desktop and Windows 365
  • Android Enterprise corporate-owned dedicated devices

Device limit restrictions also do not apply to several Windows shared-device-mode scenarios, including co-management, Group Policy enrollment, Microsoft Entra joined enrollment, Windows Autopilot, and device enrollment manager enrollment. Microsoft directs administrators to Microsoft Entra device limits for these cases.

Android device administrator management is deprecated and is no longer available for devices with Google Mobile Services. Microsoft recommends moving to another Android management option. Its documentation retains support guidance for some Android 15 and earlier devices without Google Mobile Services.

Troubleshoot a blocked enrollment

Windows enrollment is blocked

Check the default device platform restriction and confirm that Windows MDM enrollment is allowed. If the setting already shows Allow, Microsoft’s troubleshooting guidance suggests changing it to Block, saving, restoring Allow, and waiting approximately 15 minutes before trying enrollment again. The user has reached a device cap

Compare the user’s enrolled-device count with the assigned device limit. Remove an existing device or increase the configured limit if the user needs to enroll another device. See Microsoft’s device limit guidance.

A restriction does not appear to apply

  • Confirm that the platform policy is assigned to a group containing the user or device as required by the enrollment flow.
  • Check whether a higher-priority policy takes precedence.
  • Verify that the enrollment method is user-driven; some special or userless flows use the default policy.
  • For Apple or Windows filters, check that the filter matches the intended devices. Android enrollment restrictions do not support filters.
  • Allow up to about 15 minutes for assignment or filter changes to process.

Know what enrollment restrictions can and cannot do

Microsoft describes enrollment restrictions as a best-effort barrier, not a security feature. A compromised device can misrepresent its attributes, so restrictions should not be treated as a substitute for security controls that assess and protect enrolled devices.
