A VPN can change the apparent network location of your connection, but that does not guarantee TikTok will load, make an account accessible, or defeat a legal restriction. The U.S. law at issue targets certain services provided by entities that distribute, maintain, or update covered apps; it does not specifically address the consequences for U.S. users who access TikTok through a VPN. The available sources do not establish the general-public access or enforcement status after January 23, 2026.
What a VPN can—and cannot—change
A VPN routes internet traffic through another server, which can make a connection appear to come from a different network location. That may affect one location signal, such as an IP address. It does not change where an account was created, guarantee that TikTok will accept the connection, restore an unavailable app, or alter the law.
Technical access and legal effect are separate questions: a VPN connection might change what a service sees about the network, but that alone does not show that the app will work or that a legal restriction has been circumvented.
What happened during the January 2025 interruption
The Congressional Research Service (CRS) reports that TikTok was unavailable in the United States from the evening of January 18 until the afternoon of January 19, 2025. Summarizing contemporaneous reporting, CRS says users reportedly could access the service with a new account set to a location outside the United States, while accounts originally created in the United States reportedly remained inaccessible even when users tried a VPN. What the law says about users and VPNs
The Protecting Americans from Foreign Adversary Controlled Applications Act (PAFACAA) makes it unlawful for an entity to provide specified services to distribute, maintain, or update a covered application in the United States. The Supreme Court described the Act as covering applications operated directly or indirectly by ByteDance or TikTok, with the prohibitions set to take effect on January 19, 2025, unless a qualified divestiture meeting the statutory conditions applied. That description is about services supplied by entities; it is not a statement that the law expressly penalizes every individual who tries to connect through a VPN. CRS puts the narrower point this way: “The act does not specifically address any potential consequence for users within the United States who might access TikTok content or use its services through a VPN or other internet service (particularly with servers located outside the United States).” That is a description of the Act’s text, not a guarantee that VPN use is lawful under every rule that might apply or legal advice for an individual situation. What is—and is not—established about current status
The reviewed sources do not settle whether the general public can currently access TikTok in the United States or what enforcement status applies after January 23, 2026. A separate July 16, 2026, opinion from the Department of Justice’s Office of Legal Counsel concerns the No TikTok on Government Devices Act and a version of TikTok operated by the TikTok U.S. Data Security Joint Venture. Its conclusion about that government-device statute and that version does not resolve public access to TikTok through a VPN or the separate public-access framework.
