Copying cmd.exe by itself to a USB drive or another computer is not an established way to create a working portable Command Prompt. If you want a separate command-line window, Windows Terminal can host Command Prompt on a system where the shell is available; Terminal is the interface, not a portable version of the shell.
Is there a portable Command Prompt download?
Microsoft documents cmd as the command that starts an instance of cmd.exe, the Windows command interpreter, and lists it for Windows 10 and Windows 11. Its documentation does not describe a standalone portable Command Prompt package. That means there is no Microsoft-documented portable edition to download and carry between PCs.
Do not treat a copy of cmd.exe alone as a portable installation. The official references do not establish that transferring only this executable will provide a functional shell on another computer. Avoid downloading replacement copies from unofficial sites; use the Windows component available on the computer instead.
Shell versus terminal: what can you carry or configure?
A shell interprets and runs commands; a terminal provides the interactive window where you type and see their output. cmd.exe is the shell. Windows Terminal is a host application that can present Command Prompt alongside other command-line shells. Installing or configuring Terminal gives you a different interface, not a portable copy of cmd.exe. See Microsoft’s Windows Console and Terminal definitions and Windows Terminal FAQ.

How to start Command Prompt on a Windows PC
On a computer with Command Prompt available, enter cmd in a command launcher or another command line to start a new command processor. Microsoft documents the command for Windows 10 and Windows 11. You can also use Windows Terminal as the host if you prefer its configurable interface.

cmd /c commandruns the specified command and exits.cmd /k commandruns the specified command and keeps the command processor open.cmd /ddisables AutoRun commands for that instance.
These switches are documented in Microsoft’s cmd command reference. A new cmd instance inherits its environment from the application that starts it. Changes made inside that instance do not change the parent application’s environment.
When Command Prompt is enough—and when to use PowerShell
Command Prompt is appropriate for Windows commands and scripts designed for the Command shell. It does not run PowerShell cmdlets. If your task depends on cmdlets or you need a more capable Windows automation environment, choose PowerShell instead. Microsoft recommends PowerShell for robust, up-to-date Windows automation in its Windows commands overview.

In short, choose based on the command language your task needs: use cmd.exe for Command shell commands, and PowerShell for PowerShell commands and cmdlets. A terminal window can host either, but changing the host does not make either shell portable.
