A 2025 Windows 11 update issue could stop some IIS websites—including sites hosted at http://localhost/—from accepting connections. Microsoft says the problem was addressed in KB5067036. If your site is still failing, check Windows Update, install any available updates, restart your PC, and then retest IIS before changing its settings.
Did a Windows 11 update break localhost IIS?
It could, but not on every affected-version PC. Microsoft reported that server-side applications relying on HTTP.sys could have trouble with incoming connections. IIS sites might fail to load and show Connection reset – error (ERR_CONNECTION_RESET). The issue could affect http://localhost/ as well as other IIS connections.
Microsoft associated the issue with the September 2025 non-security preview update KB5065789 on Windows 11 version 25H2 and the October 14, 2025 security update KB5066835 on version 24H2. Microsoft said it could depend on internet connectivity, update-installation timing, and device restarts, and might not occur in every environment. Microsoft’s issue description names the affected updates and symptoms.
Microsoft later clarified that Windows Server 2025 was not affected; the reported issue applied to Windows 11 versions 24H2 and 25H2. See Microsoft’s Windows Server 2025 release-health page.

How to fix IIS ERR_CONNECTION_RESET after the affected updates
Microsoft identifies KB5067036 as addressing the issue. Its guidance for affected devices is to check for updates, install anything offered, and restart—even if Windows does not offer an update during the check.

Open Settings > Windows Update.

Select Check for updates.

Install any available updates.

Restart the device, including when the check finds no update.

After restart, open the same IIS site using its original localhost address and check whether it loads.
Microsoft’s support guidance quotes the possible role of several conditions: “This issue may result from various conditions, including internet connectivity, timing of update installation, and device restarts.” Read Microsoft’s KB5070773 guidance. The KB5067036 notes describe a fix for HTTP.sys web servers such as IIS rejecting incoming HTTP requests with a NOT_SUPPORTED error.

Check whether your Windows version and update match the incident
Use Windows Update history to establish which Windows version and update are installed before treating the 2025 incident as the cause. Microsoft’s reported pairing was specific: KB5065789 with version 25H2, or KB5066835 with version 24H2. The issue was environment-dependent, so an update match alone does not prove it caused a particular IIS failure.

Review Settings > Windows Update > Update history for the relevant KB and subsequent updates.

Apply available updates and restart before investigating other causes.

If updates are managed by your employer, ask IT to confirm whether the KB5067036 fix is deployed.
If localhost IIS still fails after updating and restarting
Microsoft’s historical issue record says the problem is addressed in KB5067036. On October 8, 2026, the official Windows 11 24H2 and 25H2 release-health dashboards did not list this incident among their current issue summaries. If the same symptom continues after updating and restarting, do not assume the old incident is still the cause; investigate the current IIS site, its binding, and other relevant local configuration.
Microsoft’s documented remedy is Windows Update followed by a restart. Registry edits or removing updates mentioned in community posts are not Microsoft’s documented fix, so do not treat them as established workarounds.
