Padlet removed the People Over Papers community map on October 5, 2025, after telling a project creator that it had been “trashed due to violations” of the platform’s content policy. The reporting did not identify the specific rule. A public call for Padlet to remove the map came four days earlier, but the available reporting does not establish that the call caused the takedown. The project reportedly accelerated a planned move to its own website and relaunched there that day; whether that replacement is still operating has not been verified here.

What People Over Papers tracked

People Over Papers was a volunteer-supported map of community reports about immigration-enforcement activity, including reported ICE sightings. It was not an official government feed. Its organizing question, as described in a Marie Claire profile, was “Where is ICE right now?”

The map relied on public submissions. A map entry therefore represented a submitted report, not proof that the government had confirmed an enforcement action. The project’s map description likewise cautions that reports are not government-confirmed. Reporting on the volunteers’ workflow described checks such as reviewing image metadata, reverse image searches, cross-referencing other sources, and consulting news reports or rapid-response networks. Those checks can add context, but they do not turn every report into an independently verified fact.

The project had substantial reported reach, though the figures are dated snapshots rather than current usage. LAist / Boyle Heights Beat reported 7.1 million unique visitors as of the Monday cited in its June 11, 2025 story. Annenberg Media later reported more than 15.8 million unique visitors and 80.6 million page views since launch in its October 29, 2025 account.

Why Padlet took the map down

According to LAist / Boyle Heights Beat’s October 8, 2025 report, Padlet removed the map on Sunday, October 5, without advance notice to a creator. She initially thought she had done something wrong. About two hours later, a Padlet customer representative told her the map had been “trashed due to violations” of the platform’s content policy and could not be restored “at this time.” The outlet did not report which specific policy provision Padlet cited.

People Over Papers cofounder Celeste told Annenberg Media she wanted to know what the project had violated, saying, “We’re not doing anything that breaks the law in any way, shape or form … so I’d be curious to know what exactly we violated, if [Padlet] would ever let us know.” That is the cofounder’s view, not an independent legal finding. Annenberg said Padlet had not responded to multiple requests for comment by October 29, 2025.

Padlet’s privacy policy, last updated October 5, 2026, says public padlet content can be available on the internet and advises caution when sharing personal information. That general privacy guidance does not explain the People Over Papers removal or identify the content-policy rule the company said was violated.

What happened before and after the takedown

Annenberg Media reported that Laura Loomer publicly called on Padlet CEO Nitesh Goel to remove the map four days before it was taken down. This establishes a sequence of events, not a causal link: the available reporting does not show that Loomer’s call prompted Padlet’s decision.

The project had been preparing to move beyond Padlet. LAist / Boyle Heights Beat reported that the team brought forward the planned launch of its own website after the removal. Annenberg Media said the project was back online on its own site that same day and described reported features including risk labels and confirmation badges.

That October 2025 relaunch is a historical report, not confirmation of present availability. The People Over Papers Linktree currently associates the project with a website and lists related resources, but the available information here does not establish that the replacement map remains operational or verify every similarly named map online. A separate map page at peopleoverpapersmap.com describes community submissions and cautions that reports are not government-confirmed; that page alone does not establish its relationship to the project.

How to interpret reports on a community map

  • A sighting is a report, not a government confirmation. Treat the map as a community information tool, not an authoritative live feed.
  • Verification labels matter. A risk label, badge, or volunteer review may describe the project’s own handling of a submission; it should not be read as government confirmation unless a source explicitly establishes that.
  • Check context before sharing. Look for corroboration from credible reporting or local rapid-response organizations, and avoid spreading precise operational locations or private identifying details that are not necessary.
  • Protect personal information. Padlet’s general policy warns that public content may be visible on the internet. The same caution applies when posting personal details to any public map.

The Linktree also points to practical resources, including ACLU know-your-rights information, Immigrant Legal Resource Center red cards, immigration hotlines, and routes to volunteer or donate. These are separate from the map’s reports and should be used for their stated purposes.
