You can install Windows 11 Pro for Workstations from USB or upgrade an eligible Windows 11 Home or Pro installation. In either case, the edition change and the license are separate: you need a valid entitlement for Pro for Workstations, and Windows must be activated with a license that matches the installed edition. This guide covers the clean-install route, the in-place upgrade, and what to check if activation fails.
Before you install or upgrade
Check that the computer meets Windows 11’s general requirements. These are Windows 11 baseline requirements, not a requirement to own workstation-class hardware:
- A compatible 64-bit processor running at 1 GHz or faster with at least two cores
- At least 4 GB of memory and 64 GB of storage
- DirectX 12-compatible graphics
- A display larger than 9 inches with 720p resolution
- UEFI firmware capable of Secure Boot
For an assessment of a specific computer, Microsoft recommends its PC Health Check app. Meeting the baseline does not establish that you have a Pro for Workstations license. See Microsoft’s Windows 11 requirements.
Before choosing a route, check the current Windows edition and activation status, whether the PC passes compatibility checks, and whether your license actually covers Pro for Workstations. A clean installation and an in-place edition change are different installation methods; neither creates a license entitlement.

Clean-install Windows 11 Pro for Workstations
Use this route for a PC without an operating system or when you intend to reinstall Windows. Back up any files you need first. Microsoft’s standard physical-media method uses a blank USB flash drive with at least 8 GB; creating installation media erases the drive. You also need an internet connection to download the installation files. Follow Microsoft’s instructions for creating Windows installation media.
- Create Windows 11 installation media on the blank USB drive.
- Connect the USB drive to the target computer and start the computer from that media. The way to select boot media varies by PC.
- Follow Windows Setup. If prompted for a product key, provide a valid key for the edition you are entitled to use. Microsoft says Setup uses the key to select an edition.
- After Setup finishes, open Settings > System > Activation. Check the edition shown and its activation status.
Some PCs have a Windows key embedded in firmware. Setup may apply it automatically and install the edition it matches, rather than asking which edition you want. If the PC installs another edition, finish Setup and use the documented edition-upgrade process below if you have a valid Pro for Workstations entitlement. Installing Windows by itself does not grant that entitlement. Microsoft explains the key and media behavior in its installation-media guidance and product-key installation and upgrade instructions.
Upgrade Windows 11 Home or Pro in place
Microsoft lists both Windows 11 Home and Windows 11 Pro as upgrade sources for Pro for Workstations. The available Settings route does not mean every installed copy or product key is eligible; use it only with a valid license for the target edition.

- Install available Windows updates.
- Open Settings > System > Activation.
- If shown, expand Upgrade your edition of Windows, then select Change product key.
- Enter a valid Pro for Workstations product key and start the edition upgrade if Windows accepts it.
- When the change is complete, return to Settings > System > Activation and check the edition and activation status.
Microsoft warns that the device must meet Windows 11 requirements. Its upgrade table also documents a downgrade direction from Pro for Workstations to Pro or Home; the direction matters, and the table is not evidence that a particular license can be moved between PCs. Microsoft documents a Windows 10-to-Windows 11 upgrade workflow, but Windows 10 support ended on October 14, 2025. After that date, Microsoft says it no longer provides free Windows Update software updates, technical assistance, or security fixes for Windows 10. Before moving to Windows 11, check that the PC meets the Windows 11 requirements and confirm that your license covers the edition you plan to install; do not assume a free entitlement or compatible hardware. How Windows 11 Pro for Workstations activation works
Windows 11 activation uses either a digital license, which does not require entering a product key, or a 25-character product key. Which applies depends on how Windows was obtained. For example, Microsoft lists a Windows 11 Pro upgrade bought through Microsoft Store and successfully activated as a digital-license route. The license must match the installed edition. A device that has never had an activated copy of that edition needs a valid key or other applicable entitlement. Microsoft describes activation as pairing a product key or digital entitlement with the device’s hardware configuration; it does not, by itself, evaluate whether a copy is genuine or guarantee that it is.

For Pro for Workstations, Microsoft specifically requires activation over the internet. Phone activation and SLUI 04 are not available for this edition. Connect the PC to the internet and check Settings > System > Activation. See Microsoft’s Windows activation guidance and its activation-error guidance.
Troubleshoot a Pro for Workstations activation failure
Start with the installed edition and activation status, then check the specific causes below. Avoid trying unofficial or generic keys: a key that does not match your entitlement can fail, and using a key on more devices than its terms allow can also cause problems.

Check for an edition mismatch
Open Settings > System > Activation and confirm that the installed edition is Pro for Workstations. If Setup installed Home or Pro because of a firmware key, the key or digital license you have may not match the installed edition. Use Microsoft’s documented edition-upgrade route only if your license covers Pro for Workstations.

Confirm the key or license is valid for this edition
Check the purchase or licensing source and its terms. A key may be invalid, entered incorrectly, or used on more devices than its terms permit. If the license came from an employer or another organization, contact its administrator; otherwise, ask the legitimate license source to verify the entitlement.
Check the internet connection
Because this edition must activate online, verify that the PC is connected to the internet and that a firewall is not blocking activation. If the connection is working and the edition and license match, try again later in case the activation service is temporarily unavailable.
Run the Activation troubleshooter if it appears
Use the troubleshooter offered on the Activation page, particularly after checking that the installed edition matches your license. Follow the on-screen result rather than substituting phone activation, which is not available for Pro for Workstations.

After a major hardware change
A hardware change such as replacing the motherboard can cause Windows to stop showing as activated. Microsoft recommends associating the Microsoft account with the digital license beforehand so the Activation troubleshooter can help after a significant change. Whether a license can be used on another PC depends on its terms and how it was acquired; transfer rights are not universal. See Microsoft’s activation and reactivation guidance.

Microsoft positions Pro for Workstations for intensive workloads, high-speed file sharing, and enhanced performance. Its product page lists support for up to four CPUs and 6 TB of RAM, as well as ReFS and SMB Direct. Those are edition capabilities, not requirements for installing Windows 11 Pro for Workstations: a compatible PC does not need four processors or terabytes of memory.
