A scroll-to-top control works best when it is easy to find after it becomes useful, stays out of the way of page content, and remains accessible to keyboard and assistive-technology users. Build it as a native button with a clear accessible name, reveal it only when appropriate for the page, and make any smooth scrolling respect the reader’s reduced-motion preference.
Choose when the button appears
An always-visible button is simple, but on a long page it can compete with the content from the start. A button that appears after scrolling keeps the initial view cleaner and makes the control available when returning to the top becomes useful.
There is no universal scroll threshold. Set one based on the page’s length and layout, then check whether the control appears at a useful moment without distracting from reading. The appropriate threshold is a design choice, not a WCAG requirement.
Use a native button with an accessible name
Returning to the top is an action, so use a native <button> rather than an element that merely looks like one. Give it a concise accessible name such as “Back to top.” If the design uses an icon without visible text, provide a name that assistive technology can announce; MDN’s button element reference discusses accessible button text and focus.

When the button is hidden, ensure it is also removed from keyboard interaction until it is available. A visually concealed but still focusable control can leave keyboard users tabbing to an element they cannot see. When shown, retain a clear focus indicator. Choose a position that does not cover the page
A fixed corner is a familiar option, but it is not automatically the right one. A control can obscure text, overlap cookie notices or chat widgets, or sit beneath other fixed interface elements. Choose a location that fits the site’s layout and check it at both narrow and wide viewport sizes. The W3C’s How to Meet WCAG (Quick Reference) provides accessibility guidance, but it does not prescribe a universal position, size, or reveal point for this button.

Use a hit area and contrast that make the control easy to identify and activate without making it visually dominant. An icon-only design can be compact, but its accessible name and visible keyboard focus still need to be present.
Return to the top without forcing motion
Immediate scrolling is the simplest behavior. If you add smooth scrolling, do not assume every reader wants it. The prefers-reduced-motion media feature lets a page respond to a device preference for minimizing nonessential motion; MDN documents the values reduce and no-preference in its prefers-reduced-motion reference.

One approach is to enable smooth scrolling only when the preference is no-preference, and use immediate scrolling when it is reduce. W3C WAI’s Technique C39 describes using this preference to prevent motion triggered by interaction. W3C also clarifies that “Techniques are examples of ways to meet Web Content Accessibility Guidelines (WCAG).” A technique is informative, not the requirement itself; the site must meet applicable WCAG requirements, and there may be other ways to do so.
Check the finished control in context
- Scroll with a keyboard and confirm the button becomes available at an appropriate point.
- Tab to the button when it is visible and verify that its focus indicator is easy to see.
- Activate it with a keyboard and with touch, and confirm that it returns the document to the top.
- Check narrow and wide viewports for overlap with content or other fixed controls.
- Enable the device’s reduced-motion setting and confirm that the return action does not use nonessential smooth motion.
The right threshold, placement, size, and motion depend on the target page. Treat them as layout decisions to validate in the actual interface rather than fixed standards-defined values.
