You can run an AI chatbot locally on many Windows laptops without a Copilot+ PC. Install a compatible runtime, download a model that fits your hardware, then chat through the runtime’s interface or use its local API. After setup, some configurations can run inference offline; downloading model files and using connected tools still involve the internet.
What you need to run a local chatbot
A local chatbot has two main parts: the runtime, which loads and runs the model, and the model, the downloaded weights that generate responses. Choose each for your device. A runtime may support different processors or graphics hardware, while a model’s memory needs and performance depend on its size, quantization and context length.
An NPU is not a universal requirement. Microsoft’s Windows AI APIs, including Phi Silica, require a Copilot+ PC with an NPU, but other routes use different hardware. Microsoft says Foundry Local supports Windows devices with a DirectX 12-capable GPU, and Windows ML can use CPUs, GPUs or NPUs. Other runtimes have their own requirements. Check free storage before downloading a model: the weights must be stored on your device. If internal space is limited, an external SSD can hold model files, but it is optional and is not established as a speed upgrade.

Choose a Windows runtime
There is no single best option for every laptop. Choose based on your hardware, whether you want a ready-made chat window or a local API, and how much setup you are comfortable with.

For a desktop chat experience, LM Studio documents an in-app search-and-download workflow. Ollama is a practical option if you prefer commands or need a local API. Foundry Local is another Windows route with hardware detection and a model catalog. Set up your first local chatbot
- Check your laptop. In Windows, open Task Manager and select Performance to review memory and available GPU or NPU entries. Also check processor architecture and free disk space. Microsoft’s Foundry Local FAQ points to Task Manager for checking GPU and NPU hardware.
- Pick a runtime that supports it. Compare the runtime’s published requirements with your Windows version, processor, graphics hardware and available memory. Do not assume that support for one GPU brand or processor carries over to another runtime.
- Install the runtime and choose a compatible model. Use its documented model search or selection process. Start with a small model rather than assuming a large one will fit or respond quickly.
- Download the model and try representative prompts. The first download requires a network connection. Test the kinds of questions you expect to ask, and assess whether memory use, response speed and answer quality are acceptable before trying a larger model. There is no supported universal model-size or tokens-per-second promise for laptops.
- Move model storage only if needed. If the internal drive is short on space, use a runtime’s supported storage setting. Ollama documents the
OLLAMA_MODELSsetting for its model directory. An external SSD is one optional place to store model files. - Keep sensitive use genuinely local. Use downloaded local models, avoid cloud models and remote tools, and check how any connected integrations handle prompts. If using an API, understand whether it is available only on your own computer or exposed more broadly on the network.
Can it work without an internet connection?
Often, yes, after setup: the model files must already be on the laptop. LM Studio says chats, inference and local APIs can stay on the machine once model files are present. Microsoft says Foundry Local inference inputs and outputs remain on-device, and that catalog refresh is optional. Initial installation and model downloads do require network access; optional metadata refreshes and network-connected tools also use it. “Local” describes where inference runs, not a blanket guarantee about every feature. A cloud model, remote tool or network-accessible API changes the privacy picture. For sensitive prompts, use the local model without remote integrations and check which devices can reach any API you enable.

What affects model fit and performance?
Memory is only one part of the decision. Runtime support, system RAM, GPU memory, model quantization and context length all affect whether a model can load and how it responds. LM Studio’s recommendation of 16 GB RAM and 4 GB or more VRAM applies to its own Windows guidance; it is not a general minimum for every runtime or model.
A 2026 arXiv paper by Qingyu Song and co-authors evaluated models from 0.5B to 14B parameters and reported that resource use scaled with effective bits per weight, with a performance threshold near 3.5 effective bits per weight in its evaluation. The authors also found that quantization method affects memory and power footprint. This is research about the evaluated models and methods—not a laptop buying rule or a guarantee of performance on a particular machine. Read the paper on arXiv.

How local chat differs from Windows’ built-in AI APIs
Installing a third-party runtime to chat with a downloaded model is different from using a Windows AI API. Microsoft’s Windows AI APIs provide specific operating-system experiences, including Phi Silica, and require a Copilot+ PC with an NPU. A laptop without that combination can still use other local inference routes, subject to the runtime’s requirements.
