Adobe made activation-free installers and serial numbers available in 2013 so existing customers could keep using software they had already licensed. Whether CS2 will install or run on Windows 11 is a separate question: Adobe no longer supports it, and Windows 11 compatibility is not established.
Is Photoshop CS2 really free?
No. Adobe’s activation-free CS2 installer was intended for people who had already purchased and licensed the software, not as a free public copy. Adobe Community Admin explained on January 7–8, 2013, that Adobe had disabled activation for CS2 and Acrobat 7 in December 2012 after a technical problem, then issued serial numbers so existing customers could continue using their products: Adobe’s CS2 activation explanation.
In a separate Adobe Community discussion, Adobe employee Dov Isaacs rejected the claim that Adobe was giving away CS2 and said the activation-free copies were for licensed users who needed to reinstall: Adobe’s clarification about CS2 downloads. Adobe support later stated that the serial numbers should be used only by customers who legitimately purchased CS2 or Acrobat 7 and needed to maintain their existing use: Adobe support’s licensing clarification.
In other words, a download that does not require activation does not grant a license. If you never bought CS2, the 2013 installer and serial number do not make your use legitimate.

Will Photoshop CS2 install or run on Windows 11?
That is not established. Adobe’s archived explanation says CS2 is no longer supported and does not run on many modern operating systems, but it does not specifically certify or deny compatibility with Windows 11. There is no reliable Windows 11 installation method established by these Adobe sources, so treat CS2 as unsupported rather than assuming that an installer or workaround will work.
Even if an old program happens to launch on a particular PC, that would not change its licensing status or turn it into supported software. Adobe strongly advises against running unsupported, outdated software, as noted in its support discussion about CS2.

What are safer alternatives?
Use a supported Photoshop version
For an Adobe-supported route, Adobe’s page updated September 28, 2026 lists Photoshop 27.x as current and 26.x as the prior supported version. Both are eligible for technical assistance and security fixes; older versions fall outside those support categories. Check Adobe’s supported Photoshop versions for the latest status.
Adobe’s desktop requirements page, updated June 9, 2026, lists Windows 11 23H2 and 24H2 for Photoshop 27.x and later. Requirements depend on the Photoshop version and operating system, so confirm the current Photoshop desktop requirements for your PC before installing.

Try current Photoshop before committing
Adobe currently advertises a seven-day Photoshop trial. Its offer says billing begins when the trial ends and sets out cancellation and refund terms. Read the current terms on Adobe’s Photoshop trial page before starting, since offers and terms can change. The trial is temporary; it is not a permanent free license.
Choose another editor for your needs
If you do not need Photoshop specifically, look for an image editor that is actively supported on Windows 11 and whose license and cost suit you. Compare whether it supports the work you actually do—such as layers, retouching, RAW photo processing, or illustration—as well as file formats and update/security support. Do not assume another editor offers Photoshop feature parity without checking its documentation.
