Tiny11 Builder lets you create a customized Windows 11 installation ISO from your own Windows image. For a normal installation, use the regular tiny11maker.ps1 builder: NTDEV recommends it over Tiny11 Core because it retains the ability to add updates, languages, and features after the image is created.
Choose the regular builder for a usable Windows installation
Tiny11 Builder is an open-source PowerShell project that modifies a Windows 11 image and creates a custom ISO. Start with a Windows 11 ISO from Microsoft’s official download page, rather than relying on a prebuilt Tiny11 ISO from an unknown third party. The project README also names Rufus as an alternative source.
NTDEV’s project offers two approaches. The standard tiny11maker.ps1 is intended for regular use. Tiny11 Core removes more Windows components, but sacrifices important servicing capabilities.

The Core trade-off matters: the component store (WinSxS) supports Windows servicing, so removing it leaves a much less maintainable image. The README says Defender can be re-enabled, but that does not restore the removed Windows Update capability or the ability to add features and languages. For an everyday install, choose the regular builder.

What you need before running Tiny11 Builder
- A Windows 11 ISO mounted in Windows Explorer.
- The Tiny11 Builder script, obtained from the NTDEV project repository. Inspect the current README and script before running them.
- Windows PowerShell 5.1 opened as Administrator.
- A drive letter for the mounted ISO and a separate drive letter for scratch work. The documented command uses drive letters without colons.
This is a privileged script workflow: it runs in an Administrator PowerShell session and changes the execution policy for that session. Use project files you have reviewed, and do not treat the command below as a reason to run an untrusted copy of the script.
Create the custom Windows 11 ISO
- Download and mount the source ISO. Get Windows 11 from Microsoft’s download page, then open the ISO in Windows Explorer and select Mount if Windows has not mounted it automatically. Note the drive letter Windows assigns.
- Open an elevated PowerShell session. Search for Windows PowerShell, right-click it, and choose Run as administrator. The project documents Windows PowerShell 5.1.
- Allow scripts for this session. In that PowerShell window, run:
Set-ExecutionPolicy Bypass -Scope Process
The project documentation says this applies only to the current PowerShell process and leaves the original policy intact. - Run the builder with the ISO and scratch drive letters. Use the path where you extracted the script and replace the angle-bracketed values with drive letters only, such as
DorE, notD::C:/path/to/your/tiny11/script.ps1 -ISO <letter> -SCRATCH <letter>
For example, if the mounted ISO is onD:and you want scratch work onE:, pass-ISO D -SCRATCH E. To see the script’s help, useGet-Helpwith the script path. - Select the image and Windows edition. When prompted, select the mounted image drive and the Windows SKU you want as the basis for the customized image.
- Let the script finish and find the output. NTDEV’s README says the resulting file is named
tiny11.isoand is placed in the folder containing the extracted script.
ADK and ISO creation
The script uses Microsoft’s oscdimg.exe to build the ISO. The current script checks for an installed copy of the Windows Assessment and Deployment Kit (ADK) and, if it does not find one, downloads an executable. See Microsoft’s ADK download and installation documentation for information about obtaining the toolkit. Follow the script’s prompts and review any executable it downloads before running it.

You do not need a USB drive to create the ISO. Making a bootable USB installer is a separate step you might choose later when installing Windows.
Apps the regular builder removes
The project’s README lists these apps and components as removed by the regular maker. The list reflects the project documentation and can change as the project is updated.

Removal is not always a perfectly clean disappearance from every Windows screen. The README notes that Edge remnants can remain in Settings, and that Outlook or Dev Home may reappear later. It also says Winget might need an update before you can install apps through Microsoft Store.

The script sets registry values to bypass Windows Setup checks for CPU, RAM, Secure Boot, storage, and TPM. It also configures a Microsoft Account OOBE bypass. These are behaviors implemented by the script, not confirmation that Microsoft supports installing Windows on hardware that does not meet current requirements. They do not establish compatibility, long-term stability, or eligibility for updates on an unsupported PC.

Known caveats, including ARM64
- Edge: The README reports that remnants may still appear in Settings after removal.
- Microsoft Store installs: Winget may need to be updated before installing apps through the Store.
- Outlook and Dev Home: The project notes that either app might reappear.
- ARM64: The README says an error may occur because the image might not include
OneDriveSetup.exein System32.
The project describes DISM recovery compression as producing a smaller ISO, but does not provide a measured size or reduction percentage. Your output size therefore cannot be predicted from the project’s published figures.
