To enable or disable passkey services in Windows 11, open Settings > Accounts > Passkeys > Advanced options, then switch the available service on or off. To save passkeys on the PC itself, turn on Save passkeys to this Windows device. This changes which passkey services Windows offers; it is not the same as deleting saved passkeys or turning off Windows Hello.

Change passkey service settings

  1. Open Settings.
  2. Go to Accounts > Passkeys > Advanced options.
  3. Review the services listed on your PC and turn the relevant toggle on or off. Enable Save passkeys to this Windows device if you want passkeys saved locally on the computer.
  4. If a third-party passkey manager integration is listed and you want to use it, configure it on this page.

The available services depend on the device and its configuration; Microsoft does not specify one universal list for every Windows 11 PC. A work or school administrator can also disable access to these settings. If the page or controls are unavailable on a managed PC, ask your IT administrator whether organizational policy is responsible. See Microsoft’s Manage your saved passkeys guidance.

What a passkey manager setting changes

A service toggle controls which passkey services Windows makes available. It does not, by itself, establish that saved credentials have been deleted. Microsoft explains that “Passkey management is handled within your passkey provider.” A passkey may be held by a synced credential manager, on a phone or tablet, on a physical security key, or locally on the Windows device with Windows Hello. Microsoft names Microsoft Password Manager, Google Password Manager, Apple iCloud Keychain, and— in work or school account instructions—1Password as examples. Which options appear depends on the service, browser, account, device, and organization settings. See Create and save a passkey.

A physical security key is another possible place to keep a passkey, but you do not need to buy one just to change Windows passkey settings.

Passkey services, Windows Hello, and Enhanced Sign-in Security are different

  • Passkey services: Find their controls at Settings > Accounts > Passkeys > Advanced options.
  • Windows Hello: Configure the face, fingerprint, or PIN used to sign in to the PC at Settings > Accounts > Sign-in options. Face and fingerprint sign-in require compatible sensors. See Microsoft’s Configure Windows Hello guidance.
  • Enhanced Sign-in Security (ESS): This is a separate biometric-security and peripheral-compatibility control under Sign-in options. Microsoft documents an ESS toggle under Additional settings in Windows 11 version 24H2 or newer when relevant sensors are available. In version 23H2, the related control is labeled Sign in with an external camera or fingerprint reader; its on/off behavior is inverse to the ESS enabled state. Interface availability can vary. Do not turn off ESS as a way to disable a passkey manager. Microsoft warns that changing ESS can remove existing ESS enrollments and associated credentials, including passkeys; that is a separate effect from changing passkey service controls.

Remove or replace a saved passkey safely

Before deleting a passkey, add another sign-in method so you retain access to the account. The removal steps depend on where the passkey is stored:

  • Saved locally in Windows: Open Settings > Accounts > Passkeys to view and delete locally saved passkeys.
  • Saved in a synced manager: Manage it through that passkey provider.
  • For a Microsoft account: The account dashboard shows where each passkey is saved and lets you remove it. Microsoft cautions that a removed passkey can no longer be used to sign in.
  • For a work or school account: Microsoft says to remove the passkey from the account security page and from its storage location, such as Windows Hello Passkeys.

If you are replacing a device, create a new passkey first and then remove obsolete ones. If the old passkey was stored in a synced manager, you may be able to sign in on the new device by signing in to that manager instead of creating a replacement. Choose a manager based on your devices and account

Rather than assume one provider is best for everyone, check whether a manager syncs passkeys across the devices you use, supports your operating systems and browsers, and is allowed by your account or organization. Also consider where the provider stores and manages credentials. Microsoft’s examples identify possible providers, but do not constitute an independent ranking or a detailed feature comparison.
