For a free, offline way to combine existing PDFs in Windows 11, use PDFsam Basic: add the files, put them in the order you want, choose an output name, and run the merge. PDFsam says it processes files locally rather than uploading them; that is the vendor’s statement, not an independent security test. PDFsam’s merge instructions cover the workflow.

If the PDFs contain confidential information, prefer a desktop workflow whose vendor says it processes files locally, and review any service’s current terms before uploading documents. Do not treat Microsoft Print to PDF as a direct merger for existing PDF files: the official materials cited here do not establish it as a way to combine multiple existing PDFs.
Merge PDFs with PDFsam Basic
- Install and open PDFsam Basic from PDFsam’s official merge page.
- Choose the merge function, then add the PDF files you want to combine.
- Arrange the files in the order they should appear in the finished document.
- Choose the output filename and destination.
- Run the merge. Open the resulting PDF and check that the pages appear in the intended order.
PDFsam describes Basic as free and open source, supports Windows, and says files are processed locally rather than uploaded. Those are the vendor’s claims; they have not been independently verified here. PDFsam

Use Acrobat from Microsoft Edge
Edge’s built-in PDF reader and the Acrobat extension are distinct. Microsoft’s 8 February 2023 announcement says advanced features such as combining files are available through an Acrobat subscription and extension; Adobe’s extension instructions say enabling it adds the ability to combine PDFs in Edge. Merge PDFs with Adobe’s online tool
- Open Adobe’s online PDF merger.
- Select or drop the PDF files, then arrange them in the desired order.
- Merge the files and follow the page’s instructions to download or organize the result; Adobe says sign-in may be required for those steps.
Because this is an online service, the documents leave your PC for processing by a remote service. For sensitive PDFs, use a suitable local tool instead and review Adobe’s current terms before uploading.

Check the merged document
- Open the output PDF and verify the file order and page sequence.
- Confirm that the output was saved to the intended folder and has the expected filename.
- Do not assume every interactive feature or document property will be preserved: the cited instructions do not establish that for all PDFs.
