To enable Windows Hello for Business, first identify whether your devices are cloud-only Microsoft Entra joined or need access to on-premises Active Directory. For cloud-only devices, enrollment normally starts automatically unless an administrator has disabled it; enable Use Windows Hello for Business through Intune, a custom MDM policy, or Group Policy if needed. Hybrid deployments also need a trust model, and Microsoft recommends cloud Kerberos trust when certificate authentication is not required.

Choose the deployment path

The right configuration depends on the identity and resources your users need. Microsoft’s Windows Hello for Business deployment planning guide distinguishes cloud-only, hybrid, and on-premises environments.

  • Cloud-only: Users work with cloud identities and resources on Microsoft Entra-joined devices. The usual enrollment flow does not require a separate trust setup for on-premises Active Directory.
  • Hybrid or on-premises access: Users need to authenticate to Active Directory resources. Choose a trust model that matches the environment and any certificate-authentication requirements.
  • Certificate authentication required: A certificate trust design may be needed. Key trust and certificate trust depend on certificates and PKI components.

For hybrid environments that do not require certificate authentication, Microsoft says cloud Kerberos trust is the recommended model compared with key trust. It avoids deploying PKI and synchronizing public keys for on-premises access. With cloud Kerberos trust, Microsoft Entra Kerberos provides the ticket-granting ticket; on-premises domain controllers continue issuing service tickets and authorizing access.

Enable enrollment for cloud-only devices

On a cloud-only Microsoft Entra-joined Windows device, Windows Hello for Business generally attempts enrollment automatically with default settings. Check for a tenant-wide or device policy that disables it before creating a new policy. Microsoft documents the cloud-only flow and policy options in its Windows Hello for Business deployment documentation.

  1. Verify readiness: Confirm the device is Microsoft Entra joined and the user can complete the organization’s multifactor authentication (MFA) requirements. If the user has not registered for Microsoft Entra MFA, the enrollment flow guides them through registration.
  2. Check existing policy: Review tenant-wide and device configuration to see whether Windows Hello for Business is disabled. If enrollment is already allowed, additional configuration may not be necessary.
  3. Create an Intune policy if needed: In the Intune admin center, create a Settings Catalog policy and set Use Windows Hello for Business to True. Assign it to the intended user or device group. Microsoft lists Require Security Device set to True as an optional, recommended setting.
  4. Use Group Policy where appropriate: Set the equivalent policy at Computer Configuration or User Configuration > Administrative Templates > Windows Components > Windows Hello for Business.
  5. Configure a custom MDM/CSP policy if applicable: Set ./Device/Vendor/MSFT/PassportForWork/{TenantId}/Policies/UsePassportForWork to True. The optional hardware requirement uses RequireSecurityDevice.
  6. Handle Intune enrollment timing: If you use Intune without its tenant-wide Windows Hello for Business policy, Microsoft advises enabling the Enrollment Status Page so the device receives the policy before the user reaches the desktop.
  7. Complete user enrollment: After signing in and passing prerequisite checks, the user follows the Windows prompts, confirms organizational use, completes MFA, and creates a PIN that meets policy. Biometric setup is offered only when supported by the device, and can be skipped. Windows requests a user key pair—preferably stored in the TPM—and registers the public key with the identity provider.

Configure a hybrid deployment with cloud Kerberos trust

Cloud Kerberos trust is not enabled by the cloud-only steps alone. Before deploying its policy, meet Microsoft’s authentication, device, Windows, server, and user-preparation requirements in the cloud Kerberos trust deployment guidance.

  1. Prepare Microsoft Entra Kerberos: Set it up for the relevant domain if it is not already deployed.
  2. Check domain-controller coverage: Ensure there are adequate read-write domain controllers in each Active Directory site where users authenticate.
  3. Enable both required policies: Configure Use Windows Hello for Business and Use cloud trust for on-premises authentication using the appropriate Intune/CSP or Group Policy channel. If the Intune tenant-wide setting already enables Windows Hello for Business, you may only need to configure the cloud-trust policy.
  4. Do not select the competing certificate policy: On devices intended for cloud Kerberos trust, do not enable Use certificate for on-premises authentication. Certificate trust takes precedence.
  5. Validate prerequisites: The cloud Kerberos trust prerequisite check verifies whether Microsoft Entra Kerberos is set up for the user’s domain and tenant. To investigate enrollment problems, review the User Device Registration admin log or run dsregcmd.exe /status.

Understand TPM requirements and licensing

TPM and hardware security policy

Windows prefers a TPM for the user key pair. If Require Security Device is not enabled, Windows may still provision with software when a TPM is unavailable or not working. Requiring a hardware security device means provisioning is limited to devices with a usable TPM 1.2 or 2.0. Microsoft notes TPM 1.2 algorithm and implementation limitations and recommends excluding TPM 1.2 devices from Windows Hello for Business provisioning. Licensing

Microsoft’s planning guide says Windows Hello for Business itself does not require Microsoft Entra ID P1 or P2. Adjacent capabilities can have separate licensing dependencies: for example, automatic MDM enrollment and Conditional Access. MDM-managed devices can be configured without P1/P2 if users manually enroll in the MDM service; the exact requirement depends on the management and authentication features selected.

Choose between cloud Kerberos trust, key trust, and certificate trust

Use the deployment guide to validate the requirements for the selected trust model. The main decision points are whether users need on-premises resources, whether certificate authentication is required, whether PKI or Microsoft Entra Kerberos is already in place, the device’s join state and management channel, and licensing for related services.

Troubleshoot enrollment that does not appear

  • Check whether policy allows enrollment: Look for tenant-wide, Intune, CSP, or Group Policy settings that disable Windows Hello for Business or fail to assign the intended policy.
  • Confirm the user can finish MFA: The cloud-only enrollment flow depends on successful Microsoft Entra MFA requirements.
  • Check policy timing on Intune-managed devices: Where Intune is used without the tenant-wide setting, enable Enrollment Status Page to ensure the policy arrives before desktop access.
  • For cloud Kerberos trust, verify the domain setup: Confirm Microsoft Entra Kerberos is configured for the user’s domain and tenant, and that the relevant Active Directory site has adequate read-write domain-controller coverage.
  • Inspect registration diagnostics: Review the User Device Registration admin log and dsregcmd.exe /status for prerequisite status.
  • Review the security-device requirement: If provisioning is blocked, check whether the policy requires a usable TPM and whether the device meets that requirement.
