Microsoft’s documented setup requirement for Windows 11 Home and Pro for personal use is an internet connection and a Microsoft account. A local account can sign in without internet, but Microsoft’s guidance does not describe an officially supported way to create one during first-run setup while offline. The commonly shared OOBEBYPASSNRO command is not documented in the sources cited here, so whether it works depends on the specific installation image and should not be treated as guaranteed.
What Microsoft requires during Windows 11 23H2 setup
Microsoft says Windows 11 Home and Windows 11 Pro for personal use require internet connectivity and a Microsoft account during initial device setup. Its setup guidance states, “An internet connection is required to finish setting up a device running Windows Home or Pro.” See Windows 11 System Requirements and Get connected when setting up your Windows device.
This requirement is specifically stated for Home and Pro for personal use. It should not be generalized to every Windows edition or managed deployment. Microsoft notes that devices joined to Microsoft Entra ID or an on-premises Active Directory domain do not require a personal Microsoft account; those are managed deployment scenarios, not the usual consumer local-account setup.
Can you bypass the Microsoft account requirement offline?
The official Microsoft sources cited here do not document or guarantee a bypass for creating a local account during Windows 11 23H2 first-run setup without internet. In particular, they do not establish that disconnecting a network cable, using a Command Prompt command such as OOBEBYPASSNRO, changing the registry, or modifying installation media will work on a given image.

OOBE can change through updates. Microsoft’s August 26, 2025 update, KB5065813, applies to Windows 11 22H2 and 23H2 and is installed during OOBE when internet is available. That update information does not verify any offline workaround for a particular installer. If you choose to try an unofficial method, first confirm it against the exact edition and installation build you intend to use; do not assume its behavior is universal.
What a local account does—and does not—require
Microsoft distinguishes the account used during setup from signing in after setup. It says a local account is created on one device and “doesn’t require Internet connectivity to sign in.” Its settings, files, and apps are limited to that device. A Microsoft account can connect Windows to Microsoft services and sync settings and files across devices. Microsoft recommends a Microsoft account for its integration, security, and synchronization features; that is Microsoft’s recommendation, not an independent comparison of account security.

If you need to get online to finish setup
If your priority is completing Microsoft’s documented Home or Pro setup, try these connection checks from Microsoft’s setup connectivity guidance:
- Confirm that Wi-Fi is enabled, the device is within range, and the network password is correct. Try another available Wi-Fi band or a trusted network.
- Connect using Ethernet or cellular if the device supports it. A USB-to-Ethernet adapter is one option if the computer has no Ethernet port.
- If Windows does not show a network adapter, download the appropriate adapter driver on another device, copy it to a USB drive, and install it on the Windows device.
Offline setup is not the same as Windows activation
Getting through setup without an internet connection, if possible on a particular installation, does not show that Windows is activated. Microsoft describes online activation and an offline process that may require an Installation ID and Confirmation ID.
