Cell towers provide elevated mounting points for antennas, but the tower is only one possible part of a mobile network site. Carriers choose sites by balancing radio coverage, network capacity, cost, access, and regulatory constraints—not by applying one fixed radius rule. The right location depends on the terrain, buildings, spectrum, expected users, and available infrastructure.

What a cell tower does in a mobile network

A cell site is a radio access point: it connects mobile devices over the air to a carrier’s network. At a typical macrocell, antennas or remote radio heads are mounted on a tower, rooftop, or another elevated structure and connect to equipment at the site. The structure supports the radio equipment; it is not, by itself, the whole cell site. The FCC’s 2019 explanation of wireless infrastructure describes macrocells, small cells, and network capacity.

Some sites divide coverage into directional sectors. A typical arrangement has three sectors, each serving an arc of about 120 degrees. Directing antennas and network resources into sectors helps serve different portions of an area. A small cell is a lower-powered radio with a smaller footprint, often deployed in a dense area to add capacity or move some traffic off a busier macrocell.

How a site provides coverage and capacity

Coverage depends on more than distance

A phone and a site exchange radio signals, but there is no universal distance that every tower can cover. Coverage depends on antenna height and placement, terrain, foliage, nearby buildings, radio configuration, and the spectrum band in use. Hills and structures can obstruct or weaken a radio path; a higher antenna may clear some obstacles, though the result depends on the specific location and design. The FCC’s 2020 infrastructure discussion identifies these kinds of coverage factors.

Capacity is about how much traffic a site can handle

Coverage answers where a device can connect; capacity concerns how many users and how much traffic the network can serve. Capacity depends in part on available spectrum and how efficiently the network uses it. A cell can become congested at busy times even if its signal reaches the area, while a less-used cell may have spare capacity. Carriers can respond by adding a site or small cells, deploying more spectrum, adding sectors, or using more efficient technology. These options address different constraints and are not interchangeable in every location.

Why carriers choose one location over another

Site planning is a tradeoff among radio performance, demand, practical feasibility, and cost. Public FCC material identifies relevant factors, but it does not establish a universal carrier scoring formula. Carriers may weigh factors differently, and the final parcel-level choice also depends on engineering design, commercial planning, property availability, and approvals.

Decision factor Why it matters
Coverage and propagation A site must serve the intended area despite terrain, foliage, buildings, antenna height, and placement.
Subscriber demand and capacity Traffic patterns can justify added capacity even where coverage already exists; busy areas may need more sites, sectors, or spectrum.
Spectrum and bandwidth Band characteristics affect reach, obstruction losses, and the capacity a deployment can provide.
Backhaul and access A site needs a connection into the wider network as well as practical access for installation and maintenance; road and utility access can affect feasibility and cost.
Property and construction cost Land or structure acquisition or leasing, development, equipment, installation, and ongoing access all affect the business case.
Approvals and constraints Local siting requirements and applicable federal or aviation processes can affect location, height, power, or operating plans.

Demand determines where extra capacity is useful

Network use is uneven. A carrier may need more capacity in a dense neighborhood, business district, or other heavily used area without needing to extend the network’s outer coverage boundary. Small cells or additional sectors can help in those places. In rural areas, sites may need to be farther apart to reach a broad area, while long backhaul routes and limited access can make deployment more expensive.

Spectrum shapes the coverage-capacity balance

As a general tendency, lower-band spectrum below 1 GHz is well suited to wider coverage and indoor penetration. Higher bands can offer more channel bandwidth and throughput, but generally experience greater propagation and penetration losses. Frequency alone does not determine range: antenna design, power, terrain, buildings, and the specific band matter too. Carriers can combine bands to balance reach and capacity. Existing structures can lower costs, but may not be available

Carriers can place equipment on an existing tower or suitable building rather than construct a new structure. The FCC says colocation on an existing tower generally should cost less than building a new site, but that is a tendency, not a guarantee for every property. Suitable structures may be scarce in remote or unserved areas. Site costs can include acquisition or lease, development, the structure or shelter, radio equipment, installation, backhaul, and road and utility access. How local rules and aviation affect deployment

In the United States, local siting rules and applicable federal processes shape where and how infrastructure can be deployed. Aviation can also affect tower location or height and, depending on the band and circumstances, radio power or operating plans. The applicable requirements vary by place, band, and date; there is no single aviation restriction that describes every cell site.

The FAA’s 5G and Aviation Safety page, updated December 17, 2024, explains that traffic volume, low-visibility days, and geography factored into selecting airports for temporary C-Band buffer zones in 2022. That historical action should not be mistaken for the general current status: the FAA says wireless signals and U.S. flight operations can coexist through at least January 1, 2028 through a combination of operator mitigations and aircraft radio-altimeter retrofits.

In a July 22, 2026 statement, the FAA described safeguards for a newly auctioned 5G band, including power limits, a buffer band, and limits on transmission-tower height. Such safeguards are specific to the band and context, rather than universal limits for all towers. The FAA statement outlines that coordination.

Why a carrier may build more sites even when service already exists

More sites are not necessarily evidence that a carrier’s existing network has no coverage. They may be needed to relieve congestion, serve new demand, improve service through buildings or difficult terrain, or extend coverage into a gap. A new site can also let the carrier use spectrum and sectors more effectively. In short, coverage and capacity are related but distinct reasons to add infrastructure.

When comparing candidate locations or deployment approaches, the useful questions are whether the site can reach the target area, handle its expected traffic, connect to backhaul, and be built and maintained at a viable cost—and whether property, permitting, and aviation constraints allow the proposed design. A coverage map alone cannot answer all of those questions.
