Turn off Experimental agentic features

Microsoft describes Copilot Actions as an experimental Windows Insider feature in Copilot Labs that uses Experimental agentic features. Its Experimental Agentic Features support page says the setting is off by default and documents the steps above. Turning it off disables the supporting Windows agentic feature; this procedure does not uninstall the Copilot app.
Why the setting may be missing
Microsoft documents the setting for preview build 26100.7344 or later. Copilot Actions is a Windows Insider preview feature, so availability depends on whether your Windows installation has the documented build and feature. Enabling Experimental agentic features requires an administrator. When enabled, the setting applies to all users on the device, including standard users.

If you mean another Windows feature
“Copilot actions” can also refer to separate features that have their own controls. Use the trigger and Settings location to identify the one you want to disable:

Disable Click to Do
If the feature you see is Click to Do, open Settings > Privacy & security > Click to Do and turn it off. Microsoft says the setting disables the listed entry points, though Click to Do may still appear in other places, including Snipping Tool. Disable Suggested actions
If the prompt appears after you copy a phone number or a future date, open Settings > System > Clipboard and switch Suggested actions off. See Microsoft’s Suggested actions instructions.

The Experimental agentic features switch is a feature-specific control, not a universal Copilot off switch. The documented steps disable the Windows agentic feature and leave the Copilot app installed. Click to Do and Suggested actions are separate features, so changing the agentic setting does not replace their individual controls.
