Import the CSV with the correct settings, check the preview, and save a verified copy without overwriting the original.
Why do CSV characters look garbled?
A CSV stores text as bytes. The character encoding tells an application how to interpret those bytes as letters and symbols. When the application uses an encoding different from the one used to create the file, accented letters, non-Latin characters, or punctuation may display as gibberish even if the underlying bytes are intact.
The right encoding depends on the system that produced the file; there is no single setting that works for every CSV. If a file contains question marks or replacement characters because an earlier application already substituted them and saved the result, changing the import encoding may not recover the original text. Look for an untouched copy or export the data again from its source.
Why does a CSV open in one column or split incorrectly?
The field separator, also called the delimiter, marks where one column ends and the next begins. A CSV may use commas, semicolons, tabs, or another character, regardless of its filename extension. If the application expects a different separator, it may put an entire row into one column or divide values at the wrong places.

The text delimiter is a separate setting: it encloses text fields that contain the separator itself. For example, if a comma separates columns, a quoted field can contain a comma without being split into two columns. Set the text delimiter to match the quote character used in the file, then check the preview for quoted values and empty cells.
Fix the CSV during import
Use an import workflow that lets you set the encoding and separator rather than relying on the application’s default open behavior. Choose settings that match the system that created the file, and do not proceed until the preview shows both readable text and correctly divided columns.

Microsoft Excel
- Keep the original file unchanged and open Excel’s text/CSV import workflow. Microsoft documents importing text files and adjusting the separator for delimited text and CSV files in its text-file import and export guidance.
- Select the separator used by the file and inspect the preview. If the file is UTF-8, use Microsoft’s documented workflow for opening UTF-8 CSV files correctly in Excel.
- Load the data only when the text and column boundaries look right. If the import controls available in your Excel version do not expose the setting you need, use another import workflow that does.
LibreOffice Calc
- Open the CSV in Calc to bring up the Text Import dialog. LibreOffice’s Text Import help describes its character-set, separator, text-delimiter, and preview controls.
- Choose the character set and field separator that match the file, and set the text delimiter to the quote character used around fields. A custom separator must be present in the data.
- Check the preview for quoted text and blank fields before confirming the import. Avoid “Merge delimiters” when consecutive separators represent empty fields: that option combines adjacent separators and removes blank data fields.
Python with pandas
If you parse the file with pandas, specify the encoding when it differs from the parser’s assumed encoding. The pandas I/O guide notes that some multibyte encodings, including UTF-16, will not parse correctly unless the encoding is specified. Use the actual encoding used to produce the file rather than treating any one encoding as a universal fix.
Save a repaired copy and verify it
- Save or export to a new file so the original remains available if the import or export changes data.
- Reopen or re-import the saved CSV using the intended encoding and separator. Check representative rows, accented or non-Latin text, quoted fields, and empty cells.
- Check values that can change during spreadsheet import, such as dates, numbers, and leading zeros. A file that looks correctly split can still contain values interpreted differently than intended.
- If formulas, formatting, or multiple sheets need to be preserved, keep a workbook copy as well as the CSV. LibreOffice’s CSV import and export guidance explains that CSV export saves only the current sheet and does not retain formulas or formatting.
Which CSV repair method should you use?
Use the application or workflow that exposes the settings you need and lets you validate the result. Excel and LibreOffice provide import controls for CSVs; pandas supports specifying an encoding when parsing programmatically. None is a universal best choice for every file. The important checks are that the text renders correctly, the separator and text delimiter produce the intended columns, and important values survive the export.
