TSMC is the largest and most established pure-play foundry in this comparison; Samsung combines foundry services with a broader semiconductor business; and Intel is building an external foundry business alongside manufacturing for its own products. Those differences matter more than node labels alone: reported revenue, customer traction, process readiness, and investment risk are not directly comparable across the three companies.

How the three foundry businesses are structured

TSMC: a dedicated, customer-neutral foundry

TSMC’s model is to manufacture chips designed by other companies without selling its own branded semiconductor products. In its 2025 annual report, TSMC says it does not design, manufacture, or market products under its own name, which it describes as a way to avoid competing with customers. That focus is the clearest distinction between TSMC and the other two businesses.

Samsung: foundry inside an integrated semiconductor company

Samsung Foundry operates within a company that also has memory and logic businesses and advanced-packaging capabilities. The broader portfolio can support work that spans different semiconductor products and packaging needs, but the foundry is not a standalone pure-play business. Samsung’s public results cited here do not provide a separate foundry revenue figure.

Intel: internal manufacturing plus an external foundry offer

Intel manufactures chips for its own product groups as well as seeking outside customers. Its 2025 Form 10-K describes a shift toward a customer-centric foundry business offering wafer fabrication, advanced packaging, chiplet integration, and design enablement. Intel also acknowledges that it has few external customers to date. As a result, Intel Foundry’s total segment revenue should not be read as equivalent to sales to independent foundry customers.

Scale and external customer traction

The available figures show a substantial difference in demonstrated breadth, but they use different accounting categories and reporting periods. They do not support a precise three-way comparison of foundry market share or external foundry revenue.

Samsung Foundry A standalone foundry revenue figure is not stated in the cited FY2025 and Q2 2026 company disclosures. Samsung reported foundry performance and plans within broader semiconductor updates; those disclosures do not establish a comparable foundry-only revenue total.
Intel Foundry In Q1 2026, segment revenue was $5.4 billion, including $174 million of external foundry revenue, and the segment recorded a $2.4 billion operating loss. Intel’s Q1 2026 figures distinguish external revenue from total segment revenue. Most of the reported segment revenue was not external foundry revenue.

TSMC’s customer and production counts demonstrate an established, broad manufacturing ecosystem. Intel’s external-revenue figure, alongside its disclosure of few external customers, shows why the segment total alone can overstate its current traction with independent customers. Samsung’s cited disclosures describe customer activity and growth objectives, but do not supply a foundry-only revenue number that would complete a revenue ranking.

Leading-edge process status: what is reported, and what it does not prove

Company Reported process status How to interpret it
TSMC Its 2025 annual report describes a broad portfolio of technologies and says its first Arizona facility began 4nm volume production in Q4 2024. The cited information establishes production and geographic expansion, but does not provide a standardized three-way comparison of the companies’ latest-node yields, density, performance, or cost.
Samsung Foundry Samsung said first-generation 2nm products entered mass production in Q4 2025. Its FY2025 outlook described a second-generation 2nm ramp and further 4nm products in 2026. In Q2 2026, it cited 2nm high-performance-computing engagements. Mass production is a company-reported milestone; engagements and ramp plans are not the same as independently verified production volume or broad customer adoption.
Intel Foundry Intel said 18A entered high-volume manufacturing in late 2025 and is used for its first Core Ultra Series 3 processor. Intel described 14A as being designed for external customers. 18A’s stated high-volume manufacturing status and use in an Intel product demonstrate internal deployment. The cited disclosures do not establish comparable external volume or customer qualification for 14A.

Labels such as “2nm” are generation names chosen by each company, not a shared measurement standard. A node name by itself does not establish which process delivers better density, performance, yield, power efficiency, or wafer economics. The cited company disclosures do not provide standardized measurements across all three foundries, so they cannot settle which is technically “best.”

Manufacturing footprint and capacity

TSMC reported annual capacity above 17 million 12-inch-equivalent wafers in 2025 and described facilities in Taiwan, China, Japan, and the United States, with a facility under construction in Germany. Its Arizona first facility began 4nm volume production in Q4 2024, according to the company’s 2025 annual report.

These disclosures show that TSMC’s scale is supported by a geographically distributed manufacturing footprint, while also making clear that its production base remains global rather than confined to a single country. The cited materials do not give directly comparable capacity totals for Samsung Foundry and Intel Foundry, so a capacity ranking across all three would go beyond the available figures.

Packaging and design support

Foundry competition is not only about wafer fabrication. Customers also need design tools and enablement, packaging options, and ways to combine multiple dies into a finished system.

  • TSMC: Its disclosed scale across hundreds of technologies and thousands of products indicates a broad manufacturing offering. The cited materials do not provide a directly comparable measure of its design-support or packaging ecosystem against Samsung and Intel.
  • Samsung: The company operates across memory, logic, and advanced packaging. In July 2026, Samsung announced a memorandum of understanding with Broadcom covering collaboration on 2nm-and-below foundry processes and advanced packaging. Samsung estimated the collaboration across memory and foundry at more than $200 billion over five years through 2030; that estimate applies to the combined collaboration, not foundry revenue, and is not a realized sales result.
  • Intel: Intel’s stated foundry offer includes wafer fabrication, advanced packaging, chiplet integration, and design enablement. These are components of its offer; the cited figures do not quantify their external adoption separately.

The Broadcom announcement is evidence of a named collaboration, not proof that the full estimated value will become foundry business. More broadly, announced engagements, collaboration agreements, and service offerings should not be treated as equivalent to qualified products in volume production.

Investment risk and the path to competition

TSMC: sustaining a large, global manufacturing lead

TSMC’s reported scale and pure-play model give it a substantial established base from which to serve customers. The business challenge is continuing to invest in successive process generations and manufacturing locations while serving a varied customer base. The cited sources provide company-reported scale and expansion information, but not a comparable estimate of the capital required or return on investment versus its rivals.

Samsung: converting process milestones and integration into repeat business

Samsung’s reported 2nm mass-production milestone and wider semiconductor capabilities are meaningful parts of its competitive position. Its Q2 2026 update cited improved foundry earnings before incentive-related provisions, driven by HBM base-die demand and strong U.S. customer orders, and targeted double-digit revenue growth. That growth figure is a management target, not a reported outcome. The business question is whether its process ramps and customer engagements translate into sustained foundry orders; the cited information does not quantify the standalone revenue base needed to judge that conversion.

Intel: securing outside demand to justify future generations

Intel’s manufacturing roadmap serves two purposes: supplying Intel’s own products and building a business for external customers. The company has stated that its 14A investment case depends on significant external demand and that it could pause or discontinue next-generation leading-edge development without it. That makes external customer commitments especially important to Intel’s future foundry investment. Internal product use can demonstrate process deployment, but it does not by itself prove external customer traction.

Which foundry is furthest ahead in 2nm?

In the disclosures covered here, Samsung has reported first-generation 2nm mass production beginning in Q4 2025. That does not establish that Samsung is universally ahead of TSMC or Intel in performance, yield, cost, or customer volume. The companies use their own node-generation labels, and the cited sources do not offer standardized process data or equivalent customer-volume figures. A defensible comparison must therefore distinguish a reported milestone from a like-for-like technical ranking.

Can Samsung or Intel compete with TSMC?

Both can compete for foundry work, but the evidence points to different stages and strengths. Samsung has reported 2nm production and brings memory, logic, and packaging capabilities under one corporate umbrella; its Broadcom collaboration is an announced opportunity rather than confirmed foundry sales at the estimated scale. Intel has announced high-volume manufacturing for 18A and offers packaging and design services, but its Q1 2026 external foundry revenue was a small portion of segment revenue, and Intel has tied continued leading-edge investment to significant external demand. TSMC’s customer breadth and reported capacity show a much more established foundry base.

For customers, the useful comparison is not a single “winner” label. It is whether a specific foundry can meet the required process, performance, cost, production-volume, packaging, geographic, and supply needs—and whether the relevant customer program is qualified and in production rather than only announced or planned.
