First find out whether the block affects one browser, one device, or every device on the network. Try the same URL in another browser and on another device on the same network; if permitted, compare it on a different network. Record the exact error or block-page wording. If the message says “This website is blocked by your organization” or “Your network administrator has blocked access,” contact the responsible administrator: a browser-cache fix will not remove an organization’s access rule.
Identify what is actually failing
Before changing settings, note the full URL, including whether the problem affects the home page or only a subpage. Record the exact error text, time and time zone, device, browser, account type, network, and whether other websites load. This information helps distinguish a site-specific problem from a browser, device, or network issue.
An HTTP 403 means a server returned an authentication or access-related error. It does not, by itself, identify who is responsible: the website, your account, a proxy, or an organization’s policy could be involved. An explicit policy message is a stronger clue about who controls access, but the exact owner still depends on the network and account.
Compare browsers, devices, and networks
- Try another browser. Open the same URL in a second browser. If it works there, inspect the affected browser’s extensions, settings, and detailed error message. Google’s Chrome troubleshooting guidance recommends checking whether one or multiple sites are affected and considers browser, network, and security software as possible causes.
- Try another device on the same network. If the site works on another device, the issue may be specific to your original device or its software. If several devices fail, the network or a shared policy may be involved.
- If allowed, compare with another network. A personal mobile connection can help determine whether the problem follows the network. Do not use a different connection, proxy, VPN, or other workaround to evade a workplace, school, or network owner’s rules.
- Check the pattern. If multiple devices fail only on one network, share that pattern with its administrator or internet service provider. It suggests a network-side issue but does not prove which component is responsible. Microsoft’s Windows Wi-Fi troubleshooting guidance and Microsoft Edge troubleshooting guidance include network comparisons as diagnostic steps.
Try general Windows connectivity checks only for ordinary connection faults
If there is no clear policy-block message and the symptoms point to a Windows connectivity problem, Microsoft recommends checking proxy settings and provides steps that include resetting the TCP/IP stack, releasing and renewing the IP address, and flushing the DNS client cache. To flush that cache, open Command Prompt and run ipconfig /flushdns. Some network commands require an elevated prompt; follow Microsoft’s Windows Wi-Fi guidance for the appropriate sequence and permissions.

These steps can help with ordinary connectivity or stale DNS information. They do not override a deliberate access rule set by an organization, network administrator, or website.
When the message says the site is blocked by your organization
A managed-account or organization block is controlled by the organization, not ordinarily by a setting in your browser. Microsoft states that “Only your work or school account organization’s administrator can update security policy to unblock access to other organizations.” See Microsoft’s tenant restrictions guidance. Contact your organization’s IT team or the administrator responsible for the network, and explain why you need the site. Ask them to identify the applicable policy or filter event rather than requesting an unreviewed bypass.

For a work or school device, account, or network, do not disable security software or try to circumvent the restriction. If you are the administrator, investigate the policy and its event evidence before changing access.
What administrators should check
Microsoft Defender for Cloud Apps Conditional Access App Control
For a suspected Conditional Access App Control block, review the affected sign-in’s Conditional Access details in Microsoft Entra sign-in logs. Then filter Defender activity logs by user, app, and time to locate the corresponding access or session policy. Check the policy conditions and the service-disruption default behavior. Microsoft documents an admin-only bypass experience that can help determine whether the proxy caused a fault; use it only as an authorized diagnostic, and review the policy conditions before restoring enforcement. Microsoft Defender web content filtering
Administrators can review web-protection reports and policies, dispute an incorrect site category, or create a custom allow indicator for a particular site. These controls require appropriate administrator access and apply to this Microsoft product. Microsoft notes that new sites may not be categorized immediately, categories can change, and full HTTPS path blocking is available only in Edge for this product. Microsoft Defender Network Protection false positives
If Network Protection may be blocking a legitimate connection, administrators can test in audit mode and review Network Protection event logs to determine whether the feature would block it. Microsoft also documents how to report false positives with diagnostic information. This is managed endpoint-security work, not a reason for an individual user to turn off protection. Escalate with evidence
Send the responsible IT team, network owner, ISP, or website operator the details that match the suspected owner of the problem:
- Full URL and the exact error or block-page text.
- Date and time, including time zone.
- Device, operating system, browser, and whether you were signed in with a work or school account.
- The affected network and whether other sites load.
- Results from the other-browser, other-device, and permitted other-network checks.
For an organization-controlled block, ask the administrator to identify the matching policy or filter event. That gives them actionable information without asking them to bypass a control without review.
