Exchange custody is easier to access, but you rely on a company to safeguard the keys and allow withdrawals. A hardware wallet puts key control in your hands, but you must operate the device carefully and protect its recovery phrase. Neither option removes risk; the better fit depends on how often you transact and whether you can maintain a secure backup.
What a Bitcoin wallet actually stores
Bitcoin is recorded on the Bitcoin network; a wallet manages the credentials used to authorize transactions. The private key controls spending. A wallet may be software, a device, or a service that manages access to those keys. Losing access to the necessary key material can mean losing access to the Bitcoin. The SEC explains these custody basics in its investor bulletin on crypto-asset custody.
How exchange custody works
If your Bitcoin stays with an exchange, the exchange or its custodian manages access to the private keys. You access the account and request transactions or withdrawals through the provider; you do not independently authorize on-chain spending with a key you control.
This arrangement adds dependence on the provider’s security, solvency, account policies, and ability and willingness to process withdrawals. The SEC warns that a custodian hack, shutdown, or bankruptcy may prevent access. That is a risk, not a prediction that every exchange will fail. Bitcoin.org describes the arrangement as counterparty risk in its overview of what Bitcoin users need to know.

Questions to ask about a custodian
The SEC recommends investigating the provider rather than assuming that custody is safe simply because an account is easy to use. Consider:
- Its background, regulatory status, and what happens to customer assets if it fails.
- Any insurance terms and what they do—and do not—cover.
- How keys are stored and safeguarded, who can access them, and whether subcontractors are involved.
- Whether customer assets may be lent or commingled, and how the provider handles privacy.
- Account, transaction, and transfer fees, along with the provider’s withdrawal rules.
How hardware-wallet self-custody works
A hardware wallet is a dedicated device that signs transactions. In the workflow described by the Bitcoin Developer Guide, networked software prepares a transaction and sends its details to the device. You review the transaction on the device, which signs it; the networked software then broadcasts the signed transaction. The device does not need to hold Bitcoin as an object, and signing on a dedicated device does not eliminate risks from mistakes, compromised recovery information, or unsafe transaction approval.

Self-custody shifts responsibility to you: set up and use the device correctly, check transaction details before approving them, and keep recovery information safe. You also need access to the device when you want to sign transactions. The developer guide describes dedicated signing devices as a security improvement over full-service wallets with less hassle than fully offline signing, while noting the need to purchase and carry a device. Bitcoin.org calls hardware wallets a balance of security and ease of use in its wallet-security guidance; that is guidance, not a measured guarantee for every device or setup.

This is a comparison of responsibilities, not a universal safety ranking. “Cold” describes a key-storage arrangement; it does not tell you who controls access. A third-party custodian may use hot wallets, cold wallets, or both, while a self-custody wallet may also be hot or cold.

How to back up a Bitcoin wallet safely
A recovery phrase can restore wallet access, so anyone who obtains it may be able to access the funds. Treat it as a sensitive credential: keep it private, store it securely, and never share it. The SEC’s custody bulletin explains recovery phrases; Bitcoin.org’s security guidance recommends safe backups and warns that online backups can be vulnerable to theft.
- Follow the wallet’s official recovery instructions; backup requirements vary by wallet.
- Keep the recovery phrase offline. Do not photograph it, upload it, or enter it into a website or app in response to an unsolicited support message.
- Consider secure physical storage in more than one location and durable storage media to reduce the risk of a single point of failure.
- Where the wallet’s documentation allows, verify that the backup restores the intended wallet configuration.
Keep in mind that a backup is another sensitive copy to protect. A hardware device can be replaced if the recovery material remains safe and compatible; losing or exposing the recovery phrase is a separate problem. Follow the official documentation for your device or wallet, and never send the phrase to a support contact.

Which option fits your situation?
- Consider exchange custody if account-based access and provider-supported workflows matter most, and you are prepared to assess the provider and accept its withdrawal and counterparty risks.
- Consider hardware-wallet self-custody if you want direct control over signing and can reliably protect a recovery backup, review transactions, and manage device setup and replacement.
- For frequent spending, Bitcoin.org offers general guidance to keep only small amounts on a computer or mobile device for everyday use and hold the rest in a safer environment. This is not a tailored allocation rule.
No directly applicable comparative loss-rate statistic establishes that exchange custody or hardware-wallet self-custody loses less Bitcoin. Choose based on the risks and responsibilities you can manage rather than an unsupported claim that one method is risk-free.
