Coal imports can raise electricity costs when higher international prices, freight charges or delivery disruptions increase the cost of fuel used by power plants. They can also help keep plants supplied and diversify fuel sources. Neither outcome is automatic: the effect on power bills depends on how much a country imports, which generators set electricity prices, and how fuel costs pass through contracts, markets and tariffs.
How do coal imports affect electricity prices?
Imported coal’s delivered cost reflects more than its international benchmark price. Coal grade, the purchase contract, shipping, port handling and inland transport all matter. If a coal-fired plant is needed to meet demand and its fuel cost rises, the cost of generating electricity can rise too. The effect is most direct when coal is the marginal or price-setting generation source—the plant whose operating cost helps determine the wholesale price at a given time.
That does not mean a 5% increase in a coal benchmark produces a 5% increase in a household bill. Retail prices also depend on other generators, market rules, fuel-purchasing arrangements, subsidies, regulation and the timing of tariff adjustments. Long-term supply contracts or stored fuel can delay or soften the effect of a spot-market change; a system with other available generation may rely less on coal when its cost rises.
Why international coal prices change
Global coal prices respond to demand from importing countries, exporter production, inventories and weather, as well as competition with other fuels. In its October 2025 outlook, the World Bank reported that the Australian coal price rebounded by $6 per tonne, or 6%, in 2025 Q3. It attributed the increase to strong Asian demand during heatwaves and lower exports from Australia and Indonesia; weather-related production disruptions in those two major exporters contributed to short-term supply constraints and price increases.

Power demand and the availability of alternatives also affect how much coal generators use. The International Energy Agency’s Global Energy Review 2026 reported that low hydropower and wind output boosted coal generation in parts of the EU in 2025, while higher gas prices and strong electricity demand contributed to increased US coal use. Those examples show why coal use and electricity costs cannot be explained by imports alone.
Why prices do not pass through uniformly
China illustrates how rules can mediate the link between fuel and electricity prices. The IEA’s 2025 energy-price documentation describes a historical mechanism under which electricity prices were to be modified if coal prices changed by at least 5% over the preceding period, within six months. That mechanism was suspended amid inflation concerns. The documentation also describes subsequent market trading reforms alongside administrative control of transmission and distribution prices. This is a China-specific example, not a general rule for other countries.

Do coal imports make energy less secure?
Imports can expose a power system to events outside its borders: exporter outages, severe weather, transport or port bottlenecks, geopolitical restrictions and competition from buyers elsewhere. The risk is greater when supply is concentrated in a few countries, routes or suppliers, or when a country has limited inventories and few ways to replace coal generation quickly.
Imports can also improve security by supplementing domestic production or diversifying supply. Whether they make a system more or less resilient depends on how they fit with domestic mines, stockpiles, transport infrastructure and other sources of electricity. The IEA’s discussion of China’s market influence and India’s coal-quality needs, together with the World Bank’s account of weather disruptions in major exporting countries, illustrates why import dependence alone is not a sufficient measure.

What do recent global coal trends show?
Coal remains closely tied to electricity production: the IEA’s Global Energy Review 2026 says coal-fired power generation accounted for two-thirds of global coal consumption in 2025. The same review reports that global coal demand rose 0.4% in 2025—about 30 million tonnes, or 0.7 exajoules, compared with 2024.
Import trends are not identical to demand trends. In its 2025 report, the IEA said global coal imports had reached an all-time high in 2024, but forecast they would fall around 5% in 2025 as imports by China and India declined amid sluggish demand, sufficient domestic production and abundant stocks. That was a forecast in the 2025 report, not a retrospective final tally.

Why country exposure differs
China’s scale matters to global markets: the IEA reported in 2025 that China consumes 30% more coal than the rest of the world put together. It forecast Chinese coal imports to decline by an average of around 2.5% per year through 2030, with the decrease concentrated in thermal coal—the type used to generate electricity.
India’s outlook is more mixed. The IEA noted that efforts to expand domestic production are tempered by coal-quality issues, while metallurgical coal imports may grow with steel demand. Metallurgical, or coking, coal is used in steelmaking; it should not be treated as evidence of rising coal imports for electricity generation.

How can you assess the effect in a particular country?
A country-specific answer requires more than its headline import percentage. To estimate the effect on prices, examine delivered coal costs and freight, the share and grade of imported coal, when generators buy fuel, and whether coal-fired units frequently set the wholesale price. Then check how wholesale costs reach retail tariffs, including contract terms, subsidies, regulation and adjustment schedules.
To assess security, look at the concentration of suppliers and routes, inventories, port and inland transport capacity, coal quality requirements, and the speed and scale with which other generation or flexible demand could replace coal. Without those local details, the evidence supports explaining possible channels, not assigning a universal amount that imports add to an electricity bill.
