The country aims to exceed 52% renewable energy in installed electricity capacity by 2030, and its utility says that threshold could be exceeded from 2028. Those are capacity targets, not a coal phase-out commitment or a forecast of how much electricity renewables will generate.
What Morocco’s figures say—and what they do not
Morocco’s latest reported capacity and demand figures show a power system expanding on both sides: it is adding renewable resources while serving rising electricity needs. The distinction between capacity and generation is essential when judging whether coal is being replaced.

Installed capacity, measured in MW or GW, describes the rated output a resource can provide under specified conditions. Generation, measured in MWh or TWh, is the electricity actually delivered over time. Wind and solar output varies with weather and time of day, so their share of capacity cannot by itself show their share of annual electricity or how much coal generation they displace.
What the 2026–2030 plan proposes
ONEE’s 2026–2030 investment plan calls for 11.6 GW of additional renewable capacity and 2.6 GW of additional storage capacity. These are planned additions, not evidence that all projects have been completed, financed or brought into operation. ONEE says the more-than-52% renewable installed-capacity threshold could be exceeded starting in 2028; the government’s strategy states the 2030 target. The plan’s named flexibility measures show that Morocco is not describing a renewables-only system:
- Battery storage: 2,230 MWh of battery energy-storage systems. MWh measures stored energy; it is not directly comparable to a power rating in MW.
- Pumped storage: 360 MW at El Menzel, a power-capacity figure.
- Natural-gas flexibility: a 3,744 MW programme. The plan identifies gas as part of the system’s flexibility architecture, but does not state how much these plants will run or say that gas will necessarily replace coal.
- Transmission: grid reinforcement and expansion to support renewable integration and system operation.
The ministry account of ONEE’s plan says these projects “will actively support the integration of renewable energy and ensure the stability of the electricity system and its operation under optimal conditions.” That is the stated purpose of the measures, not a quantified estimate of coal displaced. Why capacity growth is not the same as coal replacement
A renewable project can increase clean generating capability without reducing coal generation by the same amount. The result depends on actual output, demand growth, grid access, storage and the dispatch of other power plants. Morocco’s 49 TWh of demand in 2025 was 7.4% higher than in 2024, so new generation must serve both existing demand and any growth in consumption.
To demonstrate displacement, the relevant evidence would show how much electricity coal plants generated before and after new renewable projects entered service, alongside total demand and generation from other sources. A retirement or phase-out requires a separate policy or plant schedule specifying which coal units will close and when. The official material cited here provides neither source-by-source generation trends nor a coal-unit retirement timetable.

What will determine whether renewables can take a larger share
Morocco’s national energy-transition strategy names energy security, reliable supply, demand management and environmental protection among its objectives. It also identifies diversification, efficiency, system flexibility, storage and regional integration as approaches to the transition. In practical terms, the transition’s pace will depend on whether planned projects are delivered and whether the system can balance their variable output with demand. Key questions include:

- Can storage and other flexible resources cover periods of low wind or solar output, and for how long?
- Can transmission upgrades move power from new generation sites to where it is needed?
- How quickly will renewable projects move from plans to operating plants?
- Will demand growth be moderated through efficiency and demand management?
- How will the mix support reliability while meeting energy-security goals?
The plan includes gas flexibility, but the cited account does not quantify dispatch volumes or specify how often those plants would operate. It therefore cannot establish whether gas will displace coal, complement renewables during variable-output periods, or play another role in the future mix.

Morocco’s targets and investment plan make a substantial increase in renewable capacity—and a resulting reduction in coal’s share—plausible. They do not prove that coal generation will fall by a specific amount, that every planned project will be delivered, or that coal plants will close. Full replacement is not established by the capacity targets alone. A definitive assessment would need current generation by source, coal-plant utilization and capacity, project implementation status, and an official retirement schedule.
