Find where the queue begins before rebuilding roads. In Cities: Skylines II, use the traffic and road infoviews to locate low-flow areas and inspect individual roads; then make one targeted change at the junction, merge, or access point causing the backup. Transit or, in the original Cities: Skylines, an optional traffic-control mod may help with different problems, but no single layout fixes every city.
1. Locate the source of the queue
Start with the affected road, then trace the line of waiting vehicles backward. The visible tail of a queue is often downstream from the place that is limiting movement: a junction, merge, turn, or access point. Focus on where vehicles stop or bunch up, rather than changing every road that looks busy.
In Cities: Skylines II
Open the traffic infoview to see traffic flow and volume across the city, then use the road infoview for more detail about a particular road. Paradox Interactive’s June 26, 2023 traffic AI article describes the traffic infoview as a way to spot problem areas: “The traffic infoview shows traffic flow and volume in the city as a whole, making it easy to spot problem areas in the road network quickly as traffic jams color the roads in red.”
In the original Cities: Skylines
The supplied evidence does not establish matching infoview labels or controls for the original game. Use the traffic information available in your edition to find the queue, and check the relevant in-game help if the menu names differ.

2. Make a local road change, then check the same spot
Once you have identified the first point where traffic cannot move freely, change that part of the network rather than adding capacity everywhere. For example, inspect whether vehicles are trying to enter the same junction, merge into the same segment, or reach a destination through one access point. Make one adjustment, then return to the same area and see whether the queue has moved, shortened, or remained at its starting point. If the backup persists, reassess the constraint instead of assuming the first change solved it.
3. Account for how Cities: Skylines II traffic behaves
Do not assume every vehicle will stay in one lane or that a jammed lane alone identifies the cause. Paradox’s traffic AI feature article says vehicles can use multiple lanes, may overtake when other lanes are less used, and can switch away from lanes blocked by incidents or queues. Inspect where traffic concentrates and whether the destination movement, junction, or road segment after it is the real bottleneck.

Paradox later described pathing and earlier lane-merge changes in its City Corner #7 patch article, while cautioning: “These changes won’t fix everything related to the traffic behavior, but you should see a significant improvement.” The article does not establish the current patch number, so check the version notes for the game build you are playing rather than treating that update as a guarantee that a particular jam will disappear.
4. Consider transit for trips that rely on cars
Road changes address a road-network constraint; transit is a broader option for trips that currently depend on cars. Paradox’s Mass Transit expansion page describes public transport services, passenger-transfer hubs, and road types for the original Cities: Skylines. Adding a service is not a guaranteed congestion fix: consider where people need to travel and whether the service connects useful destinations.

5. For the original game, optional TM:PE controls
Traffic Manager: President Edition (TM:PE) is an optional mod for the original Cities: Skylines that provides additional road and rail controls. Its documentation site covers traffic policies and gameplay settings. This is a mod-specific route, not a built-in feature or a general instruction for Cities: Skylines II. Before installing it, check that the version and platform you use are currently compatible, and consult the documentation for the settings you intend to change.
