How zoning and taxes work
You zone land for different uses, then set tax rates for the available zone types. The game unlocks taxation for different zones over time as those zones become available. Taxes affect both city revenue and how residents and buildings fare.

The Cities: Skylines User Manual puts the growth tradeoff plainly: “Lower taxes increase the happiness and increase the chance for buildings to level up.” Higher taxes can create the reverse pressures: they can reduce efficiency in high-tax zones or prompt citizens to move away. The manual does not establish one best rate for every city, so adjust rates in response to your city’s needs rather than treating a particular number as a rule.
How service budgets affect your city
Service budgets determine how much funding services receive. Increasing a budget can provide more resources and improve efficiency, but it also raises spending. Depending on the service, more funding can mean greater capacity or output—for example, more ambulances, police patrol cars, or fire trucks. The manual also gives examples such as increased production and reduced pollution.

Use budget changes to address a capacity or performance problem, then check whether the service is meeting demand and whether the added expense is sustainable. The manual describes these effects broadly and does not prescribe a universally optimal budget percentage.
When to use a loan
If your balance is low and you need to fund new services, the game’s loans provide money immediately. The tradeoff is repayment over time with interest. A loan can help cover an immediate need, but it is not free income: account for the ongoing repayment when deciding whether the service expansion is affordable.

How city and district policies differ
The game offers a predetermined list of policies that can apply to the whole city or to districts. Policies can have both benefits and costs. The manual’s example is a smoking ban: it can improve citizens’ health while making them unhappy.
A city-wide policy reaches the entire city; a district policy lets you target a particular area when you do not want the same rule everywhere. Before enabling one, read its stated effects and consider whether the benefit is worth its drawback in the area where it will apply.

Land value and attractiveness are distinct
The user manual names land value and city attractiveness as separate concepts. They should not be treated as synonyms. The manual material cited here does not establish a complete cause-and-effect explanation for either, so avoid assuming that a change to taxes, services, or a policy affects both in the same way.
