The original Grand Theft Auto used an overhead, pseudo-3D view because it made fast driving easier to read, gave players more time to react, and let DMA Design build a densely populated city. The choice grew out of the team’s city-engine experiments; it was a gameplay and production tradeoff, not simply proof that the developers could not make 3D.

How the overhead view helped the driving

As cars sped up, the camera pulled back and revealed more of the city. That wider view gave players extra time to see traffic and obstacles while making the sense of speed more pronounced. In a GamesBeat interview, creator Dave Jones explained: “When you went faster, it just gave you this nice perspective. You could see more. You had more time to react. You could take in what was happening around you on a larger scale.” GamesBeat interview with Dave Jones

The camera behavior also grew naturally from an engine already simulating a bird’s-eye city. In an earlier interview, Jones recalled that buildings moving with parallax created a sense of speed and height, especially when the camera pulled back behind a speeding car. Why a city mattered more than a fully 3D presentation

Grand Theft Auto was built around driving through a busy, reactive city. The overhead presentation helped keep streets and surrounding activity visible, while the pseudo-3D approach let DMA Design concentrate on filling that world with more cars, people, and activity than a fully 3D city was thought to support at the time. Retrospective reporting describes an earlier rotatable isometric prototype that suffered performance problems and was less suited to driving; the later overhead approach came from a different prototype idea. That evidence supports a practical advantage for the chosen approach, but it does not show that hardware limitations alone dictated the decision. The available accounts do not identify one exclusive reason for rejecting a fully 3D city or provide a quantitative comparison of the different prototypes.

Was the game actually “2D”?

“Top-down” describes the camera and presentation, not a claim that every underlying technique was flat 2D. What the 1995 design document says about technical targets

The figures below are plans in DMA Design’s 1995 document, not confirmed specifications for the final retail game. They show the constraints and ambitions under consideration, but do not prove that hardware alone determined the camera.

The plan also describes a large, multi-screen world with landmarks to help players navigate. Together, these details point to a design balancing a broad, busy environment against the performance and visual resources available to the team.
