The original Cities: Skylines and Cities: Skylines II share those broad planning principles, but their road tools and traffic systems differ. The edition labels below identify where a mechanic is documented.
Start with a connected framework
In the original Cities: Skylines, the manual’s startup instructions have you connect a new road to the highway. Roads also provide access for zoning, so a layout needs to connect both the wider network and the places where you want development. For Cities: Skylines II, Paradox describes grid mode, snapping, road guides, and road angles as tools for laying out blocks and aligning roads. Use these tools to make a legible starting network, but reserve room to extend streets and add connections as the city grows. The available tools are described in Paradox’s Road Tools feature page; availability can depend on the installed game version.
Give roads distinct roles
A useful planning heuristic is to separate access from movement. It can discourage through-traffic from using streets in districts it does not need to visit, but it is not a guarantee of how the game will route vehicles.

This hierarchy is community design guidance, not an official routing rule. Treat it as a starting point, then assess how traffic actually uses the network. A community road-layout guide also recommends distinct road roles to help keep traffic moving toward its destination.
Inspect traffic before changing roads
In Cities: Skylines II, the publisher documents traffic and road infoviews for examining flow, volume, congestion, and road condition. Use them to locate where vehicles accumulate and which routes carry high volumes before deciding whether a connection, junction, or road capacity needs attention. Paradox notes that road condition can affect speed and accident probability. The documented traffic features are described on its Traffic AI feature page.

- Open the traffic or road infoview and identify the congested segment or junction.
- Check nearby routes and connections to see whether traffic is concentrated on one path or lacks a useful alternative.
- Compare the affected road’s role with the traffic it carries: local access, district-to-district movement, or wider city access.
- Make one targeted change, then review the infoview again to see whether the bottleneck moved or eased.
Paradox’s 2023 Traffic AI feature diary says Cities: Skylines II vehicles can use more lanes and adapt around blocked lanes. That is a sequel-specific description, not a promise that a particular redesign will eliminate congestion. Check your installed version because feature availability may change with updates.
Compare layout choices by access and bottlenecks
There is no single grid or street pattern that guarantees smooth traffic. Compare alternatives by how they connect districts to local streets and highway routes, where intersections concentrate turning movements, and—in Cities: Skylines II—what the traffic-flow and traffic-volume views reveal.

- Change a connection: when the infoview shows traffic funneling onto one route and the surrounding network has room for a useful alternative.
- Rework road capacity: only after checking whether the problem is concentrated flow, a missing connection, or road condition rather than assuming every jam needs a wider road.
These are diagnostic considerations, not a formula for a particular traffic score. In Cities: Skylines II, Paradox’s Detailer’s Patch #2 announcement describes additional roads and a Traffic Routes feature. Verify the installed version before relying on those features.
Reduce avoidable car trips where supported
Transit and pedestrian connections can offer alternatives to road trips, so consider them when planning how people will reach destinations. The precise transit modes available and their effects depend on edition and version; the cited feature information does not establish a current, comparable assessment of those effects. Check the mechanics for your installed game rather than assuming a specific mode will resolve a road bottleneck.

Use Traffic Manager: President Edition only with version checks
Traffic Manager: President Edition (TM:PE) is an optional mod for the original Cities: Skylines, not a built-in base-game feature. Its documentation describes city-wide transport and road policies, with many settings customizable for individual lanes, junctions, or roads. The cited documentation is marked verified for TM:PE 11.6.5.1 in March 2022.
