The result depends on what evidence was checked, how securely it was captured, and what assurance level the service claims. Media provenance tools answer a different question: they can provide evidence about a file’s history, but not establish that the scene it shows is true.
What an identity check actually verifies
Digital identity proofing is a bounded process, not a universal judgment about a person. In NIST’s July 2025 Special Publication 800-63A-4, Identity Proofing Requirements, an applicant presents evidence to a credential service provider, which evaluates whether it can reliably identify that applicant and assert the result at an appropriate identity assurance level. The claim is limited to the evidence, checks, and service involved.
For example, a service may validate a document, compare details from that document with information supplied by the applicant, and compare a captured face with a portrait on the document. Passing those checks supports the service’s conclusion under its rules. It does not prove that the applicant will act honestly later, that the evidence was never manipulated, or that the same person controls every account or profile using that identity.
NIST SP 800-63A-4 is guidance for identity proofing and enrollment in digital authentication contexts. Its requirements do not automatically apply to every organization, jurisdiction, or type of online verification.

What each signal can—and cannot—tell you

Why a face match does not settle whether media is genuine
A face comparison answers whether two biometric samples appear to match under a particular system and procedure. It does not necessarily establish how either sample entered the system. A convincing image or video might be presented through a manipulated capture path, or media might be injected rather than captured from the person in front of a camera.
NIST SP 800-63A-4 states: “All types of remote identity proofing are in some way vulnerable to these forms of attack, whether the attack is on the remote optical capture and inspection components, the automated biometric mechanisms, or the video systems used in remote attended processes.” It also cautions that “A biometric comparison performed with a captured sample does not prevent these attacks.” These statements describe risk, not a claim that every remote check is compromised.

That is why a service should not present a successful face match as proof that a video is authentic or that an online profile is not synthetic. A match is one part of a proofing result, and its meaning depends on the integrity of capture and the surrounding controls.
How layered checks raise confidence—and where they still fall short
NIST recommends controls that address different points in the process rather than relying on a single score. The precise controls depend on the service, its users, and the risks it is managing.

- Capture and document checks: Use live document capture and checks for document presence rather than relying only on an uploaded image.
- Media analysis: Analyze submitted images or video for possible modification or forgery, while treating the result as a signal rather than a verdict.
- Testing: Evaluate automated analysis against both attack artifacts and genuine media. Document expected false positives and false negatives under conditions relevant to actual use; a system can mistakenly flag legitimate applicants or fail to identify attacks.
- Human review: Augment automated analysis with manual review to help address detection errors. For remote attended sessions, NIST recommends trained agents who consider indicators such as latency or synchronization problems and may use random human-in-the-loop cues, such as requesting a movement.
- Risk context: Assess fraud checks in light of the evidence, technology, and user population involved. SIM-swap or device/account-tenure checks may add risk context, but they do not establish someone’s identity on their own.
- Privacy: Assess privacy risks from fraud checks and mitigation technology, including the handling and retention of identity or biometric data.
These measures reduce or help detect particular risks; none should be described as a guarantee against every form of deception. NIST does not provide one universal success rate for identity checks against AI-generated applicants. Performance depends on the system, task, data, and operational conditions, so a provider’s results are meaningful only when those conditions and both false-acceptance and false-rejection definitions are clear.

C2PA Content Credentials are a provenance mechanism, not an identity check for the person depicted. When supported provenance information is associated with an asset, it can provide evidence about asserted creation, discovery, ownership, or movement over time. Whether an assertion is valid and trusted depends on the applicable verification and trust model.

The C2PA version 2.2 explainer draws an important boundary: “Provenance information can help establish the truth about the origin, history and authenticity of digital content, by providing evidence for its creation, discovery, ownership and movement over time; but provenance information alone cannot tell you whether the digital content is true, accurate or factual.” Even a valid credential is not a truth label, and provenance does not establish that a person shown in a file is the person they claim to be.
Missing credentials or watermarks are inconclusive. Not every creation tool emits the same signals, and provenance information can be removed. Therefore, absence of a marker is not evidence that a file is unaltered or human-made. NIST AI 100-4, published November 20, 2024, covers approaches including provenance, labeling, detection, testing, and auditing; these are distinct ways to reduce uncertainty, not a universal detector for AI-generated people.

How to interpret a verification result
When a service says a person or account is “verified,” ask what that specific label means rather than treating it as a universal authenticity stamp. A useful description should make clear the evidence source, the scope of the assertion, and the limits of the check.
- Evidence source: What document, attribute, biometric sample, or other evidence was checked, and was it checked against an authoritative or credible issuer?
- Assurance level: What does the service actually assert, and under which identity-proofing process?
- Capture integrity: What safeguards address injected or manipulated media?
- Measured performance: Were false acceptance and false rejection evaluated under conditions similar to real use?
- Review and recourse: Is there a manual-review, appeal, or fallback route for errors?
- Privacy cost: What identity or biometric data is collected, used, and retained?
A strong identity check can make a narrow identity claim more credible. It cannot collapse identity proofing, media authenticity, and factual truth into one result. Those are separate questions and require evidence suited to each one.
