Its most notable changes included new Notepad tools and a policy-controlled Fast Sign-in option for shared PCs. It was a preview build, not a current Windows feature rollout.
What changed in Build 17713?
Microsoft’s Windows Insider announcement grouped the changes by tasks such as editing text, reading PDFs, signing in to shared or remote PCs, and using a pen. The Notepad updates and shared-PC sign-in option are the most directly relevant to the build’s headline.
What was new in Notepad?
Build 17713 added editing and navigation improvements. Microsoft separately credited the preceding Build 17666 with extended line-ending support; that change was not new to 17713.
- Find and replace: Search and replace could wrap around to the start or end of a document instead of stopping at the current position. Notepad also retained previously entered search or replacement values and checkbox settings.
- Search selected text: Opening Find with text selected populated the search box with that selection.
- Text zoom: The View > Zoom menu provided zoom controls and displayed the current zoom level.
- Line and column numbers: The status bar could show line and column positions even when word wrap was enabled.
- Editing and display fixes: The release included improved opening performance for large files, Ctrl+Backspace to delete the preceding word, corrected arrow-key behavior, preservation of line and column position when saving, and improved display of lines wider than the screen.
What did Fast Sign-in do, and who could use it?
Fast Sign-in was intended for people signing in to a shared Windows 10 PC configured as a shared or guest device. Microsoft described it as a way to sign in “in a flash,” but the announcement gave no measured sign-in-time reduction or benchmark. It should be understood as the feature’s stated purpose, not a quantified speed guarantee.

Microsoft’s stated setup involved configuring the PC for shared or guest use and enabling the Policy CSP/Authentication/EnableFastFirstSignIn policy. The announcement did not provide a speed figure or independent test results.
What other features were included?
Edge, Reading View, and PDFs
Microsoft added per-site autoplay permissions in Edge and dictionary definitions in Reading View, Books, and PDFs. PDF changes included descriptions for toolbar controls, the ability to pin the toolbar, notes, and rendering improvements.

Web and remote desktop sign-in
Web Sign-in supported non-ADFS federated providers on Azure AD-joined PCs. Windows Hello for Business biometrics could be used for Remote Desktop authentication by Azure AD and Active Directory users; Microsoft said this did not work with convenience PIN.
Application Guard and pen input
The build included settings for Windows Defender Application Guard and embedded handwriting support for pen input in modern applications.

What were the release dates and known issues?
Microsoft announced Build 17713 for the Fast ring on July 11, 2018. The announcement was later updated to note cumulative update 17713.1002, sent to the Fast ring on July 23 and the Slow ring on July 26. The update noted that Windows Defender Application Guard stopped working after installing 17713.1002.
The original known-issues list warned that Windows Recovery Environment could be inaccessible, blocking Reset this PC and Advanced Startup recovery scenarios. Microsoft anticipated a fix in a later build. These were historical caveats for an Insider preview, not current Windows recovery guidance.
