Reporting described research and counterterrorism exceptions. Those reported exceptions belong to the broader proposal and should not be assumed to apply to H.R. 1121 or S. 765.
Could federal employees use DeepSeek on government devices?
Separately from the proposed bills, Reuters reported that Commerce Department bureaus told staff access to DeepSeek was broadly prohibited on government-furnished equipment. That is an agency policy report, not a nationwide statute. It concerns government-furnished equipment and does not establish a restriction on personal devices or on the general public.

Why lawmakers sought restrictions
The sponsors cited national-security, privacy, surveillance, misinformation, and potential Chinese-government access concerns. Gottheimer stated in an official release on February 6, 2025: “The Chinese Communist Party has made it abundantly clear that it will exploit any tool at its disposal to undermine our national security, spew harmful disinformation, and collect data on Americans.” This is the sponsor’s rationale for the proposal, not an independently adjudicated finding.
Likewise, the Commerce Department report describes an internal-device policy and the sources reporting it; it is not a court ruling on DeepSeek or a finding that the service is prohibited for everyone in the United States.
