How Mathematica uses data
Mathematica is a research and analytics consultancy whose work, as described in CIO’s September 30, 2024 profile, spans healthcare, human services, global business, education, nutrition, child services and climate data. The company’s analytics support questions relevant to public policy and services, including access to healthcare and child welfare.
The profile describes three business units: healthcare, human services and global business. It also reports approximate staffing figures attributed to CIO: 70 IT staff, roughly 500 social scientists and researchers, and about 130 data scientists. Those are 2024 figures, not verified current counts.
What Mquiry does
Mquiry is Mathematica’s organizational data and analytics platform. It is described as supporting data collection, collaboration, data management and analysis. The platform was built on Mathematica’s Cloud Support System, with AWS providing the cloud infrastructure.

CIO reported that the company began its cloud journey shortly after Akira Bell became CIO, about six years before the 2024 article. The profile does not give a precise start date. It describes Mathematica’s platform-as-a-service work as FedRAMP-compliant and reported that the company was among a small number of midsize companies with FedRAMP authorization at that time; that is a publication-date account, not confirmation of its current status.
How Imersis addresses Medicaid data quality
Imersis is a cloud-based data-quality platform Mathematica developed with New Wave for state Medicaid agencies. Its stated purpose is to help agencies meet data-quality and certification requirements and improve submissions to CMS and CHIP Services. The September 2024 profile named New Jersey, West Virginia and the U.S. Virgin Islands as adopters at that time.

The partnership combines different kinds of expertise: New Wave director of product innovation and strategy Errol Blake described Mathematica’s contribution as Medicaid policy and data knowledge, and New Wave’s as technical innovation and certification experience. This is Blake’s characterization in CIO’s account, rather than an independent comparison of certifications.
AI was under evaluation, not in production
In CIO’s September 2024 report, Mathematica had not implemented AI models in its platform-as-a-service environment. Bell said an internal AI Task Force was evaluating machine-learning and generative-AI technologies, and characterized the company as being “still in experimentation mode.” The article does not establish whether that status has changed since publication.

Bell said that security, data governance and ethics would be prerequisites for integrating AI into research and analytics. That caution matters when data analysis could inform decisions affecting health, children or public services: analytical capability alone does not establish that a model is appropriate, fair or safe to use.
Why governance is central to the platform strategy
Mathematica’s work involves data that can shape understanding of services and outcomes. Bell’s stated concerns include digital trust, ethical use and avoiding the amplification of bias. In practical terms, those priorities mean data quality, security controls and scrutiny of potential bias belong alongside collection and analysis—not as afterthoughts once a model or dashboard is built.

CIO’s profile describes the platform and partnership work, but gives no quantified results showing that they improved equity, service outcomes or data quality. The reported deployments and goals should therefore be understood as evidence of organizational activity and intended use, not proof of measured impact.
