A value such as foo.php is a relative reference—not proof that a file with that name exists on the server. The server’s routing and configuration determine what handles the resulting address.
What does a form’s action do?
In this example, the browser submits the form to the destination identified by foo.php:

The action attribute supplies the submission destination. The separate method attribute specifies the form-submission method; the action does not, by itself, determine whether the browser uses GET or POST. The WHATWG HTML Standard’s forms section treats these as distinct attributes.
If action is omitted, a form can submit to the current page URL. That is useful when a page both displays and processes a form, but it is an implementation choice rather than a requirement for every form. The SitePoint discussion describes this behavior in the context of the original question.

What parts can a URL contain?
Consider https://example.com:443/search?q=html#results. Its parts have different roles:
- Scheme:
httpsindicates the access protocol. - Authority:
example.com:443identifies the host and, here, a port. - Path:
/searchidentifies a route or resource on the server. It need not correspond to a physical file. - Query:
?q=htmlcarries parameters that a server or application can use. - Fragment:
#resultsidentifies a location within the resource. The fragment is not sent to the server with the request.
These parts are not all required in every URL. For example, a URL can have a scheme without an authority, as in mailto:foobar; ordinary web URLs also commonly leave out the standard port. See MDN’s explanation of URL structure.

Why can foo.php be a URL if it looks like a filename?
A URL identifies an address, not necessarily a file on disk. A path such as /foo.php may be mapped to a script, handled by application routing, rewritten by server configuration, or produce an error if no handler exists. The spelling alone does not reveal how the server implements that address.
In action="foo.php", the value is a relative URL reference. The browser resolves it using the document’s URL as context, unless a document <base> element changes the base URL. The resulting destination is an address on the web, not a request for a file on the visitor’s computer. MDN explains how relative URL references are resolved.

How do relative and absolute action values differ?
An absolute URL states the destination address; a relative reference leaves some of that address to be supplied by the document context. A reference that begins with / starts at the server root, while a simple reference such as foo.php is resolved relative to the document’s base URL.
https://example.com/submitgives an absolute destination./submitstarts from the server root.foo.phpis resolved from the current document context, including any applicable<base>.
For instance, a document at https://example.com/forms/contact with no overriding base URL resolves foo.php as https://example.com/forms/foo.php. If the document has a <base> element, that base URL affects resolution instead. Relative references are useful when a destination should follow the site’s address structure; an absolute URL makes the intended host and path explicit.

What should you check when a form submits to the wrong place?
- Inspect the actual
actionvalue and whether it is absolute, root-relative, or relative. - Check the document URL and any
<base>element to determine how a relative value resolves. - Confirm that the resolved route is handled by the server; a filename-looking path does not guarantee a matching physical file.
- Check the form’s
methodseparately from its destination.
These checks distinguish an address-resolution issue from a server-routing issue or a mismatch in the form’s submission method.
