DHS’s “next two years” refers to the 2024–2025 national critical-infrastructure risk-management cycle. The five priorities are threats posed by the People’s Republic of China, risks and opportunities from AI and other emerging technologies, supply-chain vulnerabilities, climate risks, and growing dependence on space systems and assets. The announcement describes planning priorities, not a ranking or a prescribed set of products or solutions.
What DHS announced
On June 20, 2024, the Department of Homeland Security announced strategic guidance from Secretary Alejandro N. Mayorkas for the 2024–2025 cycle. The memorandum is dated June 14, 2024. The priorities are intended to guide coordinated risk management across critical infrastructure, rather than to declare that any one risk outranks the others.
DHS framed reliable infrastructure as a national-security, economic-security, and public-safety concern. Mayorkas said, “From the banking system to the electric grid, from healthcare to our nation’s water systems and more, we depend on the reliable functioning of our critical infrastructure as a matter of national security, economic security, and public safety.”
The five priority areas
1. Threats posed by the People’s Republic of China
DHS calls for attention to threats posed by the People’s Republic of China as part of national infrastructure risk management. The announcement identifies this as a priority area but does not set out a specific technical countermeasure or quantify the threat.

2. Risks and opportunities from AI and emerging technologies
The guidance treats artificial intelligence and other emerging technologies as both potential sources of risk and opportunities. That framing calls for partners to consider how these technologies affect infrastructure security and resilience; it is not a blanket direction to adopt or reject a particular technology.
3. Supply-chain vulnerabilities
DHS identifies supply-chain vulnerabilities as an area to find and mitigate. Infrastructure planning therefore includes dependencies on suppliers and the risks those dependencies may create, alongside the operation of the infrastructure itself.

4. Climate risks
The guidance calls for climate risks to be incorporated into sector resilience efforts. It places climate considerations within infrastructure planning rather than treating resilience as solely a matter of immediate operational threats.
5. Dependence on space systems and assets
DHS highlights critical infrastructure’s growing dependence on space systems and assets. The priority is to account for that dependency in risk management; the announcement does not prescribe a particular backup system or mitigation approach.

How the two-year planning cycle works
National Security Memorandum 22 (NSM-22), issued April 30, 2024, establishes a recurring two-year national risk-management cycle. DHS coordinates national security and resilience efforts, and the Cybersecurity and Infrastructure Security Agency (CISA) is the National Coordinator. The cycle connects sector-level planning with a cross-sector assessment and national planning.
- DHS coordinates national critical-infrastructure security and resilience efforts.
- CISA serves as the National Coordinator.
- Sector Risk Management Agencies (SRMAs) prepare sector-specific risk assessments and risk-management plans. These inform the national plan together with a cross-sector assessment.
NSM-22 identifies 16 critical-infrastructure sectors and their associated SRMAs, including co-agencies for some sectors. The work involves federal agencies, state, local, Tribal, and territorial governments, infrastructure owners and operators, and other partners. The responsibilities are therefore distributed: national coordination does not replace sector agencies’ planning or the participation of infrastructure partners.

What the announcement does—and does not—establish
The five priorities offer a shared agenda for coordinated planning. The announcement does not rank them, give a comparative scoring method, mandate a specific product or solution, or report quantified risk reductions. It sets out priorities and planning responsibilities, not evidence of implementation results.
The 2024–2025 label identifies the cycle addressed by the June 2024 announcement. The cited announcement and NSM-22 materials do not establish whether later guidance has superseded it, so it should not be presented as a newly issued 2026–2027 plan.
