What Fulcrum Framework was
Vigilant presented Fulcrum as a configuration library for large and midsize organizations using SIEM technology. The announcement was reported by Dark Reading on May 1, 2009; Enterprise Systems covered it on April 21, 2009.
SIEM platforms collect and analyze security events, but Vigilant argued that they could be difficult to configure precisely and keep current. Fulcrum was intended to reduce the effort spent managing the technology and help organizations get more value from their SIEM investment, with security operations tied to wider IT-risk objectives.
How the configuration library worked
Fulcrum included search features that associated ISO 27002, industry-specific standards, and government regulations with detailed, pre-built SIEM configurations. The configurations were meant to support compliance and other security-program goals, while the framework supplied technical guidance in the context of an organization’s broader IT-risk-management program.

The announcement said Fulcrum supported SIEM offerings from several leading vendors, but neither contemporaneous report named them. No specific vendor compatibility can therefore be confirmed from those reports.
How Vigilant delivered Fulcrum
Fulcrum underpinned two kinds of Vigilant service: on-site SIEM integration and a remotely delivered co-sourcing managed service. The latter was described as a way to maintain SIEM configuration at a fraction of the cost of on-site services. Vigilant also said its service provided security-risk and maturity metrics and reporting enabled by the framework.
This means Fulcrum was not described only as a standalone software product. The announcement positioned the library as part of service delivery, including implementation and continuing configuration work.
Why organizations were frustrated with SIEM
Vigilant said SIEM products were complex to configure and difficult to keep current. Its view was that effective deployment required skilled technical resources for granular configuration as well as guidance that connected technical settings to broader risk-management priorities. Without that support, staff could spend time operating the SIEM platform rather than responding to incidents or improving threat detection.
Vigilant reported that more than 85 percent of its new customers who had previously invested in SIEM products said they were frustrated with the results. This was a company-reported figure from 2009, not an independently validated measure of the wider SIEM market.

The announcement describes Fulcrum’s intended role and Vigilant’s service model at that time. It does not establish whether the framework is still available, who owns it now, whether it has a successor, or which SIEM products it supported. Organizations evaluating a current SIEM configuration offering should verify those details with current documentation rather than infer them from the historical announcement.
