Governance-based access control (GBAC) is an approach to deciding how information may be used or shared based on its purpose, origin, governing authority, sensitivity, and applicable rules. It is intended to make cross-organization sharing more deliberate by attaching conditions and responsibilities to information—not to promise a measured reduction in risk. The framework was described by Tim Bouma in a 2005 CSO article.

What is governance-based access control?

GBAC treats access as a question about the information asset as well as the person requesting it. Before information is shared, the organization considers how and why it was collected, which authority governs it, and what obligations apply to its use, disclosure, retention, or disposal.

Bouma’s account describes classifying information according to its original purpose and governing authority, then applying rules to an asset that may be a single record, a collection, or a document. The intended scope includes sharing across organizational and jurisdictional boundaries. The framework is an approach described by its author, not a universal checklist mandated by a formal standard.

Which governance questions should accompany shared information?

Bouma’s framework identifies six questions to use when determining how an information asset may be accessed and shared:

  1. Jurisdiction: Which jurisdiction is responsible for the asset?
  2. Collection authority: Under what legislation, regulation, or policy was the information collected and used, including any later use?
  3. Collection purpose: Why was it collected, or through what business process?
  4. Security designation: How sensitive is the information?
  5. Disclosure authority: What permits disclosure beyond the original authority or purpose?
  6. Disposition authority: What rules govern retention or disposal?

These questions help turn broad governance obligations into information that can guide an access decision. They are useful only if the answers are accurate and kept current; a label alone cannot establish that a proposed disclosure is lawful or appropriate.

How can GBAC support information sharing and risk management?

The model’s rationale is that an organization can share information under explicit conditions rather than treating access as an unconditional transfer. A receiving organization can be made aware of the conditions and responsibilities attached to the information. Bouma’s 2005 article presents this as a way to support service delivery, transparency, accountability, and later audit or investigation.

Those are proposed benefits, not demonstrated performance results. The cited material does not establish a numeric reduction in security incidents, legal exposure, or service-delivery time. GBAC can make obligations more visible, but it does not by itself ensure that policies are followed, recipients handle information correctly, or access controls are enforced.

How is GBAC different from ABAC?

Attribute-based access control (ABAC) is a related but distinct access-control model. NIST defines ABAC as evaluating attributes associated with the subject, the object, the requested operation, and sometimes the environment against policies, rules, or relationships. For example, an authorization decision might depend on attributes of a user, a record, the action requested, and the circumstances of the request.

GBAC’s distinctive emphasis in Bouma’s account is the information asset’s provenance and governance obligations: its collection purpose, legal authority, jurisdiction, and rules for disclosure and disposition. ABAC describes a way to evaluate attributes in an authorization decision; governance information of the kind GBAC highlights could inform policies or attributes used in access decisions, but the sources do not establish GBAC as a formal subtype of ABAC or a standards-defined replacement for it.

NIST presents ABAC as a more flexible point on an access-control continuum that also includes access control lists and role-based access control. Its guidance considers how ABAC may enable information sharing while maintaining control; that is ABAC context, not an evaluation of GBAC.

What does implementation require?

Bouma identifies inventorying information holdings and the legislative measures governing their use as a substantial implementation challenge. An organization needs to know what information it holds, where it came from, what purposes and authorities apply, and which rules govern disclosure and disposition. If these facts are missing or stale, policies built on them may produce unreliable decisions.

For a practical design, organizations can use the six questions as a starting point, then determine how the resulting governance information will be recorded, maintained, and connected to policy and enforcement systems. That is an implementation implication of the framework, not a tested procedure prescribed by a standard. The sources do not establish a product ranking or comparative performance advantage for GBAC.

What does the health-sector example establish?

A 2014 Australian health-sector technical document describes GBAC as useful in an environment with multiple laws and jurisdictions, including situations where recipients may not be known in advance. It discusses classifying information by its original purpose and applying rules in line with security, privacy, and legislative principles.

The document also discusses ISO/TS 22600-1:2006 in relation to privilege management and access control and refers to role-based access control standards. Those references provide context for the health-sector discussion; they do not make GBAC itself an ISO standard.
