Some U.S. television stations stopped analog broadcasting before the nationwide transition was complete. That meant viewers could lose particular over-the-air channels while other stations in the same area still broadcast in analog. For an antenna-connected analog TV, continuing to receive free broadcast programming required a digital television or a digital-to-analog converter box.
Why stations switched at different times
The transition was staged, not a single switch flipped by every station at once. The Federal Communications Commission (FCC) told consumers that the nationwide transition would be complete on June 12, 2009, but local stations could switch earlier. The FCC’s earlier rulemaking had set February 17, 2009, as the statutory deadline then in force for full-power stations to end analog broadcasting; the later June date reflected a revised nationwide completion schedule. As a result, a household’s experience depended on its market and the choices of individual stations. Some viewers could still receive analog programming from stations that had not switched, even as other channels had gone digital-only.
Which stations switched early?
On February 17, 2009, BetaNews reported that Oklahoma City’s KWTV had already said goodbye to analog Channel 9 and that Madison, Wisconsin, NBC affiliate WMTV 15 switched at midnight. The report said nearly 400 stations were discontinuing analog transmissions that day, while some others would remain on analog as late as June 12. The FCC’s 2009 congressional testimony put the scale of early switching in context: 810 of approximately 1,787 full-power stations—45.3%—were expected to provide digital-only service before June 12. The same testimony said about one-third of stations had transitioned, about 15% of TV households had lost two or more network affiliates, and 2.5% of households were in markets that had completely transitioned. What viewers with an older antenna TV needed
If an analog-only television received broadcast channels through an antenna, it needed a digital-to-analog converter box to continue displaying digital over-the-air broadcasts; a digital television could receive them without that box. A new antenna was not automatically required. The transition changed the broadcast signal format, not the basic fact that the household used an antenna. Whether its existing antenna could receive the available digital stations depended on local reception conditions; the cited FCC guidance establishes the converter-box need, not a universal need to replace antennas.
Cable and satellite subscribers could continue receiving broadcast programming through their subscription service. Analog televisions could also remain useful with connected equipment such as DVD players or game consoles, and some low-power, Class A, or translator stations could continue analog transmissions. Those exceptions did not mean that a standard full-power analog broadcast signal would remain available everywhere.

Why the timing mattered
The transition raised a continuity concern beyond picture quality: local news and emergency weather information could be harder to reach for households that depended on antenna television and had not prepared for a station’s earlier switch. In the BetaNews report, Representative Virginia Foxx warned, “We have a potential for harming the very people that we’re purporting to help.” BetaNews
For eligible households, the National Telecommunications and Information Administration’s converter-box assistance program offered $40 coupons, with up to two coupons per household, according to the FCC’s consumer advisory describing the 2008 program. FCC converter-box guidance
