Ukrainian authorities seized servers from Intellect Service, the maker of accounting software M.E.Doc, after investigators linked the June 27, 2017 NotPetya outbreak to the software’s update channel. ESET identified a backdoor in legitimate M.E.Doc updates; Cisco Talos later described how attackers used stolen administrator credentials to redirect update traffic. The seizure was reported in July 2017—not as a current action—and the available reporting does not establish what happened to the servers or the company afterward.
Why did Ukrainian authorities seize M.E.Doc servers?
On July 5, 2017, Dark Reading reported that Ukrainian law enforcement had seized servers from Intellect Service as part of an investigation into NotPetya. The company developed M.E.Doc, accounting software widely used by Ukrainian organizations. The seizure followed evidence that the malware had been distributed through M.E.Doc’s software update mechanism.
The seizure was an investigative step following the June 27 outbreak and the emerging connection to M.E.Doc. The 2017 report does not establish the legal findings behind the seizure, nor does it verify the present-day status of Intellect Service, M.E.Doc, or the servers. Dark Reading’s July 5, 2017 report described the action at the time.
How did NotPetya spread through M.E.Doc updates?
Security researchers used different names for the malware, including NotPetya, DiskCoder.C, Nyetya, ExPetr, PetrWrap, and Petya. These names refer to the same 2017 outbreak or closely related analyses of it, not separate outbreaks in this account.

A backdoor was placed in legitimate software updates
ESET dated the outbreak to June 27, 2017, and identified the malware as DiskCoder.C. Its analysis found a backdoor in a legitimate M.E.Doc module included in updates released on April 14, May 15, and June 22, 2017. The affected update ranges were 10.01.175–10.01.176, 10.01.180–10.01.181, and 10.01.188–10.01.189, respectively. ESET’s technical analysis explains the backdoor and its capabilities.
The compromised module gathered organization identifiers known as EDRPOU, along with proxy and email settings that could include credentials. ESET also described remote-command capabilities that could execute shell commands, retrieve files, and deliver additional payloads. This let attackers use the update channel as an initial route into organizations rather than relying only on users to open a malicious attachment.

Attackers redirected update-server traffic
Cisco Talos said its analysis found that all Nyetya installations it examined came through the M.E.Doc update system. Talos described attackers using stolen administrator credentials to gain root privileges on the update server, then changing its NGINX configuration so update traffic was proxied to an actor-controlled server. In this account, the trusted update path was abused to deliver the attack.
Talos attributed a figure of more than 2,000 affected companies in Ukraine alone to Ukraine Cyber Police. That is a reported Ukraine-specific count, not a global victim total. Talos’s 2017 incident analysis details its findings and response recommendations.

Was NotPetya really ransomware?
NotPetya displayed a ransom demand of $300 in bitcoin, but the demand did not mean victims had a realistic path to recover their files by paying. ESET assessed that the authors intended to cause damage and that decryption was very unlikely. Cisco Talos likewise concluded: “Based on the findings, Talos remains confident that the attack was destructive in nature.”
So, although the malware presented itself with a ransom demand, the cited analyses characterize the operation as destructive rather than credibly recoverable ransomware. The distinction matters: a ransom screen can resemble ordinary extortion without providing a workable recovery process.

What security lessons did Talos draw in 2017?
Talos’s recommendations were directed at organizations with ties to Ukraine in the context of the 2017 incident. They were historical incident-response advice, not a complete current security checklist.

- Increase monitoring and threat hunting. Watch for unusual activity and investigate potential indicators across affected environments.
