The reported signs of a stall included dead contact channels and an alleged dispute with investors over recruiting costs.
What was the China fab plan?
Sino King Technology, founded by former Elpida Memory CEO Yukio Sakamoto, was associated with a proposed semiconductor fab in Hefei, Anhui province. The venture aimed to develop low-power DRAM for Internet of Things applications, with Chinese partners expected to provide the substantial factory investment while Sino King focused on design and production technology. EE Times reported in January 2017 that the broader Hefei semiconductor project was valued at $7 billion; that was a reported project scale, not a verified Sino King expenditure.
The company reportedly began with ten Japanese and Taiwanese engineers and planned to recruit specialists from Japan, Taiwan, and Korea. EE Times described an eventual target of around 1,000 engineers. These were staffing plans, not confirmed headcount or evidence that the workforce was assembled.
The publicly reported schedule shifted. A 2016 Electronic Times report relayed an announcement of an agreement with Hefei’s municipal government and gave 2018 as the mass-production target. By 2017, EE Times described mass production as possible as early as the second half of that year. A contemporaneous SKC investor-relations presentation also projected completion of one DRAM fab in Hefei in the second half of 2017. These were forecasts, not proof that a fab was completed or production began.

Why did the plan appear to stall?
In its January 25, 2017 account, EE Times said Sino King “no longer appears to be in active operations.” The reporter described a website with news and updates removed apart from a contact form, an unanswered query sent through that form, and a listed phone number that reached a recording saying it no longer existed. Those were contemporaneous observations, not an official shutdown announcement.
EE Times attributed a possible explanation to semiconductor consultant Takashi Yunogami and unnamed industry word-of-mouth: Sakamoto reportedly offered Japanese semiconductor engineers an annual salary of 100,000,000 yen (then described as roughly $887,000) if they relocated to China and stayed at least three years. The report said Chinese investors objected to the salary level and Sakamoto reportedly would not reduce it. It also described a claim that 180 Japanese engineers had signed up as “Word on the street in Japan.” The salary offer, investor dispute, and especially the recruitment count should be treated as attributed reporting, not independently verified company figures. Was Sino King’s project formally cancelled?
That is not established by the cited reporting. Evidence of apparent inactivity in January 2017, together with reports of investor disagreement, supports describing the plan as stalled or apparently dropped at that time. The sources do not provide an official cancellation notice, a corporate dissolution record, or confirmation of what happened to proposed project assets after 2017. They also do not establish Sino King’s present-day corporate status.
There is no substantive direct statement in the reviewed coverage from Sakamoto, Hefei officials, or investors explaining a cancellation. Without an official notice or later corporate or project record, “apparently stalled” is more accurate than “confirmed cancelled.”
