Only an authorized carrier, emergency service, or approved location-services client can request network-side location for a roaming mobile subscriber—and only when the serving network, technical architecture, agreements, and applicable rules permit it. A phone number alone does not reveal someone’s location. “Roaming” can also mean Wi-Fi federation, such as eduroam, which has different visibility limits.

What does “locate a roaming user” mean?

In cellular service, roaming means a device is being served by a mobile network other than its home network. “Locate” can mean several different things: identifying the visited network, obtaining a cell or service-area identifier, or requesting a geographic position estimate. These outputs are not interchangeable, and none should be assumed to be a live GPS fix or street address.

Finding a subscriber’s location is a network-side service, not a public phone-number lookup. Whether a home operator can obtain location information depends on which network currently serves the device, the supported location-service architecture and release, inter-operator agreements, authorization, and local requirements.

How can an authorized operator locate a cellular subscriber who is roaming?

There is no universal command or public service for this. An operator or other approved requester follows the applicable location-service path using the relevant network functions; the visited network may hold the serving context needed to provide location information. 3GPP TS 23.273 specifies the 5G location-services architecture. A related 3GPP change request describes a particular lawful-access case in which visited-network functions, including an AMF/MME, can support locating an inbound roaming target.   1. Define the requested result. Decide whether the need is to identify the serving public land mobile network (PLMN), obtain a cell or area identifier, or request a geographic position estimate.
  2. Confirm authority and purpose. Establish that the requester is an authorized operator, emergency service, or approved location-services client, and follow the applicable legal and privacy requirements.
  3. Determine where the device is served. Establish whether the subscriber is on the home network or a visited PLMN, and whether the applicable networks and agreements support the requested service.
  4. Use the relevant network location-service architecture. The serving network and supported functions determine what can be returned; the 5G specification and the cited lawful-access example do not establish one procedure that applies to every network or request.
  5. Record the time and age of the result. Distinguish a last-known location from a fresh estimate, and retain timestamps so the result is not mistaken for the device’s present position.

Can a home network see a subscriber’s location while they roam?

Not automatically. A visited network can hold the relevant serving context, and cross-network location access depends on technical support, an applicable roaming agreement, authorization, and local requirements. A 3GPP Release 6 service description supports the foundational point that authorized location requests may be supported in a home or visited network where a roaming agreement exists, subject to privacy and local requirements. It is a 2004 description, not current 5G implementation guidance. 3GPP TS 22.071.

Even when an authorized request is possible, the returned information may identify a network area rather than a precise geographic position. Network signaling can include identifiers such as cell, service area, routing area, or tracking area. The specific information and its freshness depend on the network and configuration. Nokia’s version 25.3 documentation, for example, describes network-level location reporting and says it is disabled by default in the configuration covered by that guide; this is a vendor-specific example, not a universal default. Can an IP address identify a roaming subscriber?

An IP address can be an investigative identifier, but attribution requires context and appropriate process. For UK communications-data requests, the applicable code says an operator needs at least the IP address and the date and time, or a time range, to identify the customer. Where addresses are shared, those details may still be insufficient to identify an individual subscriber. This is UK-specific guidance, not a statement of law elsewhere.   • Preserve the exact event timestamp or a sufficiently precise time interval alongside the IP address.
  • Do not treat an IP match as proof of a particular person’s location or identity.
  • Use the process and legal authority applicable in the relevant jurisdiction.

How does Wi-Fi roaming differ from cellular roaming?

eduroam and identity federation

eduroam uses IEEE 802.1X/EAP authentication and RADIUS proxy routing, not cellular location services. A home identity provider (IdP) typically cannot tell which institution a user visited because access requests can pass through multiple proxy RADIUS servers. RFC 7593 explains that limitation and describes mechanisms such as Operator-Name and direct dynamic lookups that can provide the home IdP with more insight. RFC 7593, section 6.3.

Enterprise Wi-Fi client location

An organization may determine the location of an active Wi-Fi client through its own WLAN infrastructure and location service. That is a separate capability from cellular roaming and does not give a home mobile operator access to a visited cellular network’s location data.
