Energy security planning needs to protect both the facilities that deliver power and the digital systems that monitor or control them. For U.S. utilities, regulators, distributed energy resource (DER) operators, and other stakeholders, the practical starting point is to identify which assets matter most, understand the consequences of disruption, and prioritize protections in proportion to risk and available resources. DOE’s guidance is U.S.-focused; it does not establish a universal rule for energy systems worldwide.

Why physical security and cybersecurity belong in the same plan

Energy operations depend on connected physical and digital components. Facilities and equipment support networked operations, while software, communications, and control systems can monitor or influence physical processes. A disturbance in either domain can therefore affect shared operations, and the boundary between the two is not a reliable boundary for planning.

The U.S. Department of Energy’s Office of Cybersecurity, Energy Security, and Emergency Response (CESER) describes physical threats to energy infrastructure as including direct attacks, sabotage, natural hazards, and accidents. Its cyber threat examples include control-system or network breaches, malware, ransomware, and denial-of-service attacks. DOE notes that physical and cyber security, economic, and geopolitical threats to U.S. energy and the electric grid can have severe and cascading effects.

That does not mean every incident has the same cause or impact. It means a security assessment should consider how a disruption could move across systems: for example, whether a physical facility depends on digital monitoring or remote operations, or whether a networked control environment depends on accessible, intact equipment and facilities.

Where the physical and digital layers meet

Supervisory control and data acquisition (SCADA) and other process-control environments illustrate the connection. They are digital systems used in operating physical processes, so their security matters to both cyber risk and the real-world services those processes support. The National Infrastructure Advisory Council’s 2007 report on the convergence of physical and cyber technologies discusses this relationship as historical context. It is not current compliance guidance.

Modernization and the convergence of information technology (IT) with operational technology (OT) can support flexibility and efficiency, but they can also increase system complexity and digital risk. DOE’s distribution-system guidance addresses these tradeoffs as the grid changes and DER deployment grows. The relevant question is not whether connectivity is inherently good or bad; it is what new dependencies it creates and how those dependencies are managed.

How to prioritize protections for distribution systems and DERs

DOE and the National Association of Regulatory Utility Commissioners (NARUC) developed cybersecurity baselines and guidance for state public utility commissions, utilities, DER operators and aggregators, and other stakeholders. DOE’s January 2025 interim implementation guidance recommends a risk-driven process for scoping assets and prioritizing baseline controls. It calls for weighing implementation costs, time, and resources against grid risks—not applying every control identically to every asset.

  1. Define the scope. Identify the asset, process, or system under consideration, including the relevant distribution-system or DER context. Avoid treating an entire organization as a single undifferentiated scope.
  2. Assess consequences. Consider what operational and public consequences a disruption to that asset or process could create. Prioritization should reflect potential grid risk rather than connectivity alone.
  3. Map dependencies. Determine how the asset depends on networked IT and OT, remote access, communications, and physical facilities. Note which dependencies could affect the same operation if disrupted.
  4. Clarify responsibility and jurisdiction. Establish who owns and operates the asset, which stakeholders are involved, and which jurisdiction or sector-specific requirements may apply.
  5. Choose feasible controls in proportion to risk. Compare potential protections with the time, staffing, and costs needed to implement and maintain them. Use the DOE/NARUC baselines as a risk-based reference, not as a universal mandate.

This sequence is a practical way to apply DOE’s scoping and prioritization approach. The assessment should be revisited as the system, its dependencies, or its risk picture changes; a one-time inventory cannot capture every consequence of modernization or changing DER deployment.

What DOE’s DER finding does—and does not—say

In an October 6, 2022 summary of a DOE cybersecurity report, DOE said that a cyberattack on then-current DER systems would have a negligible impact on grid reliability, depending on grid conditions and deployment. The same summary warned that projected growth and evolution in DER could pose future challenges if cybersecurity is not considered.

This is a dated, conditional finding about the systems and assumptions addressed in that 2022 report. It is not evidence that DERs are harmless, that every deployment has negligible risk, or that current risks can be assumed negligible. The appropriate takeaway is to assess the actual deployment and grid context and to account for cybersecurity as DERs grow and evolve.

Build security into engineering and procurement

Design for security across the system life cycle

DOE’s National Cyber-Informed Engineering strategy, published June 14, 2022, treats cybersecurity as a consideration throughout an engineered system’s design life cycle. This places security within engineering decisions, rather than treating it only as a later IT configuration task. For energy systems, that perspective helps connect design choices to operational dependencies and potential consequences.

Consider the full equipment supply path

Energy technology may pass through component manufacturers, vendors, integrators, and operators before it reaches an energy system. DOE CESER’s Supply Chain Cybersecurity Principles, developed with Idaho National Laboratory and industry partners, address both suppliers and end users. Their relevance to physical and cyber security is practical: equipment integrity and secure configuration need attention across the path from supplier to deployment. The principles do not certify a particular product.

Understand the U.S. governance context

DOE’s January 2015 Energy Sector Cybersecurity Framework Implementation Guidance describes NERC Critical Infrastructure Protection (CIP) standards as regulatory cybersecurity requirements for relevant assets operating and maintaining the bulk electric grid. It describes the NIST Cybersecurity Framework as voluntary. The 2015 guide is useful orientation, not a current asset-specific compliance determination.

Requirements depend on the system, asset, and jurisdiction. The DOE/NARUC distribution baselines and interim guidance are aimed at a range of stakeholders and are risk-based guidance, not a universal regulatory mandate. An operator should confirm current requirements applicable to its specific assets and jurisdiction before treating any framework or baseline as an obligation.

A practical set of questions for a joint security review

  • Which asset, process, or system is in scope, and what operation does it support?
  • What operational and public consequences could a disruption create?
  • How dependent is the asset on networked IT or OT, remote access, and physical facilities?
  • Who owns and operates the asset, and which stakeholders or jurisdictions are involved?
  • Which controls are feasible given the risk, implementation time, staffing, and cost?
  • Do engineering and procurement decisions account for security across the system life cycle and equipment supply path?

These questions keep physical and cyber risk connected without assuming that every asset needs the same treatment. They also make clear where a decision depends on local system conditions or current regulatory requirements rather than general guidance.
