What Starlink’s policy says
Starlink’s surfaced Acceptable Use Policy (AUP) bars using its service or Starlink Kit in a way that infringes another party’s intellectual property, including copyright. It says: “You may not store any material or use the Services or Starlink Kit in any manner that constitutes an infringement of third-party intellectual property, including, for example and without limitation, under copyright law.” (Starlink Acceptable Use Policy)
The same policy says failure to follow the AUP may lead to action ranging from a warning to suspension or termination of service. It also says Starlink may act immediately and without notice in specified circumstances. Does one copyright notice mean Starlink will cut you off?
No automatic one-notice penalty is stated in the reviewed policy. A copyright notice reports an allegation; its receipt alone does not prove infringement or establish a particular penalty. The available policy text does not publish a strike count or explain how Starlink decides each reported case, so it cannot predict what will happen to a specific subscriber.

Starlink’s policy specifically says: “Pursuant to Section 512 of the Digital Millennium Copyright Act, it is SpaceX’s policy to terminate the account of repeat copyright infringers in appropriate circumstances.” (Starlink Acceptable Use Policy) The wording makes repeat infringement relevant, but neither defines a universal number of notices nor promises that every report will result in termination.
How the U.S. DMCA fits in
In the United States, the DMCA safe-harbor framework calls for eligible service providers to adopt and reasonably implement a policy for terminating repeat infringers. The U.S. Copyright Office says repeat infringement can be identified through repeated takedown notices or red-flag knowledge; it need not first be established by a court judgment. The law does not impose one universal notice count for every provider: provider terms generally set the grounds and procedures. That legal framework is not a “three strikes” rule. The Copyright Office notes multiple takedown notices may result in account termination, but that does not mean one notice automatically ends service. For an eligible conduit provider, the safe harbor limits monetary liability; a court-ordered termination of an infringer’s account is a separate form of injunctive relief, not an automatic consequence of receiving a complaint. Starlink’s surfaced instructions for copyright complaints ask rights holders or their agents to provide identifying information about the copyrighted work and owner, along with an IP address, port, protocol, and time of the alleged infringement. Starlink describes itself as a passive internet-access provider and says copyrighted material does not reside on its system or network. A complaint is therefore not, by itself, a final legal decision. Whether a use infringes copyright depends on the facts and applicable law. In the U.S., fair use is assessed using four factors: purpose and character of the use, nature of the copyrighted work, amount and substantiality used, and effect on the potential market.
