But those figures were not published as TOP500-verified results in the sources reviewed here. A 2024 National Diet Library report says that, as of November 2023, neither system appeared on TOP500 and their exact performance remained undisclosed. China later did publish a verified exascale result: in June 2026, LineShine entered TOP500 at No. 1 with 2.198 exaflops on the High Performance Linpack benchmark. No reviewed source establishes that LineShine is either earlier machine.
What performance was reported for OceanLight and Tianhe-3?
In November 2021, Data Center Dynamics reported estimates presented at the SC21 conference by David Kahaner, founder of the Asian Technology Information Program. The figures described peak and sustained performance, but they were not TOP500 rankings:

The report said HPCwire had corroborated core details through multiple sources. That is not the same as an operator publishing a final specification or a ranking body independently listing a benchmark result. Data Center Dynamics also reproduced Kahaner’s account of a first Linpack run, but that presentation report does not make the figures TOP500 entries. Data Center Dynamics’ 2021 account
Why the estimates are not the same as verified exascale scores
An exaflop describes a scale of floating-point computing performance. A system’s theoretical peak, an estimated sustained rate, and a published result on a named benchmark answer different questions. TOP500 ranks systems using High Performance Linpack (HPL) results, so a peak estimate should not be presented as a ranked HPL score.

The National Diet Library of Japan’s 2024 report says that, as of November 2023, OceanLight and Tianhe-3 were absent from TOP500 and their exact performance remained undisclosed. It describes them as exaFLOPS-class systems “under development”; that dated wording does not establish that both were completed or that their reported rates were independently measured. What China’s public record shows over time
- 2018: TOP500 reported on a presentation by Depei Qian, chief scientist of China’s national high-performance-computing R&D project, about three exascale prototype systems installed that year. The reported national target was one peak exaflop, which did not necessarily use the Linpack measure other national efforts relied on. This establishes public discussion of prototypes and a goal, not the later performance claims for OceanLight or Tianhe-3. TOP500’s 2018 report
- November 2023 status: The National Diet Library report, published in 2024, says neither OceanLight nor Tianhe-3 was listed on TOP500 and their exact performance was undisclosed.
- 2024 domestic list: The Chinese Society of Computer Science published a list it described as China’s 100 highest-performing systems. Data Center Dynamics reported in January 2025 that the list’s leader had a maximum Linpack result of 487.94 petaflops and that the list included no known exascale systems. - June 2025 TOP500: El Capitan, Frontier, and Aurora recorded HPL results of 1.742, 1.353, and 1.012 exaflops, respectively. Those are historical rankings, superseded by later editions. TOP500’s June 2025 list announcement
- June 2026 TOP500: China’s previously unlisted LineShine debuted at No. 1 with an HPL result of 2.198 exaflops. TOP500 said five systems exceeded one exaflop on HPL at that time. The announcement does not identify LineShine as OceanLight or Tianhe-3. TOP500’s June 2026 announcement
Does “secretly built” accurately describe the evidence?
“Unlisted” or “not publicly benchmarked on TOP500 at that point” is better supported than “secretly built.” The 2021 account described performance claims shared at a presentation and noted that the machines had not been submitted to TOP500. The later National Diet Library report also records their non-listing and undisclosed exact performance. The available accounts do not include direct operator confirmation of final configurations or measured sustained results.

It helps to separate four claims: China publicly discussed an exascale development program; prototypes were reported; specific full systems were said to have achieved particular performance; and a ranking body published benchmark results. The 2018 prototype report supports the first two points, while the 2021 estimates concern the third. The cited evidence does not turn those estimates into the fourth.
What LineShine’s 2026 result does—and does not—tell us
LineShine provides public evidence that a Chinese system reached the top of TOP500 with a measured HPL result. The Associated Press reported that it is at the National Supercomputing Center in Shenzhen and uses approximately 42.2 megawatts, attributing the power figure to TOP500. Those details apply to LineShine, not to OceanLight or Tianhe-3. Associated Press report on LineShine

The evidence cited here does not establish that LineShine is a renamed, upgraded, or otherwise identical version of either earlier system. Its 2026 HPL score therefore cannot be used to confirm the earlier machines’ identities or their reported 2021 estimates.
