The strategy, described by CEO Josh Foulger in a November 2025 interview, is intended to improve cost and quality control—but it is a five-year direction, not evidence that the planned integration is already complete. It comes as India is also backing domestic electronics-component capacity through its Electronics Components Manufacturing Scheme (ECMS).
What Zetwerk says it plans to change
In an interview published by EE Times on November 18, 2025, Zetwerk Electronics CEO Josh Foulger described a five-year plan to develop competence in components and design, alongside the company’s existing manufacturing activity. He framed component integration as a way to gain more control over cost and quality: “Our next step is backward integration into components, which is critical for cost and quality control,” Foulger said.
Backward integration means bringing some upstream work—such as making components used in finished electronics—closer to the manufacturer rather than relying entirely on outside suppliers. It is distinct from EMS assembly: an EMS provider can assemble products and manage production without manufacturing every component inside them. Zetwerk’s stated direction is to combine manufacturing, component integration and design rather than treat assembly as the whole proposition.
Design is part of the plan, not a claim of product ownership
Foulger also said Zetwerk was investing in design solutions and described the desired balance as manufacturing, component integration and design. The interview does not establish that Zetwerk is taking ownership of the design of particular products. It does establish that the company wants design capability to complement its manufacturing services. Foulger cautioned that “These initiatives will take time.”

Antenna localization is an attributed company figure
EE Times reported Foulger’s statement that Zetwerk had announced antenna manufacturing and localized up to 65 to 70 percent for domestic consumption and exports. That percentage is a company claim as reported in the interview; the cited material does not provide an independent audit, product-level breakdown or measurement method. It should not be read as a localization rate for all Zetwerk electronics or all components.
How this differs from Zetwerk’s broader EMS work
Zetwerk describes its electronics business as spanning EMS, component manufacturing, design-for-manufacturability, supply-chain management and testing. Its electronics capabilities page lists consumer and industrial areas including wearables, telecom, displays, appliances, IT hardware and automotive electronics. These are descriptions of the company’s stated capabilities, not independent verification of production volumes or the extent of work in each category.
The practical distinction is where value is added and how much of the product’s supply chain is controlled by the manufacturer. Assembly turns sourced parts into a finished product; component production moves some work upstream. Design-for-manufacturability can help make a product easier or more reliable to produce, but it does not by itself show that the manufacturer owns the product design or controls every component. Zetwerk’s plan points toward a broader role across these stages.
Existing expansion: Zetwerk’s Chennai facility
A concrete example of Zetwerk’s manufacturing expansion is its Chennai facility announcement from March 15, 2025. The company said the facility would produce control boards for appliances and IT hardware and would have five surface-mount technology (SMT) lines. Zetwerk projected approximately 1,200 employees when the facility reached full capacity. The staffing number is a company projection, not a report of current employment or achieved output. Control-board production shows manufacturing capacity, but it should not be conflated with proof that Zetwerk has already integrated all of the components used in those boards. The announcement and the later five-year strategy describe different aspects of the business: a stated facility capability and a longer-term plan to move further into components and design.
Why India’s ECMS matters to the strategy
India’s ECMS provides policy context for the broader push to increase domestic electronics value addition. On October 27, 2025, the Press Information Bureau (PIB) announced approval of the scheme’s first batch of seven projects, with investment above ₹5,500 crore. The government projected production worth ₹36,559 crore and more than 5,100 direct jobs. Those figures are announced projections and targets, not results already achieved. The PIB announcement also said the new units were expected to meet all domestic demand for copper-clad laminate, 20% of printed circuit board demand and 15% of camera module demand.

The policy and Zetwerk’s strategy share a broad objective—more electronics activity and value addition in India—but the available announcements do not establish that Zetwerk is an ECMS beneficiary. Nor does the government’s projected capacity show that any particular company has reached a production target. Keep the company’s plans, its facility claims and the government’s scheme projections separate.

Foulger told EE Times, “At Zetwerk, we already follow what we call a blended supply chain.” The interview describes Zetwerk as having factories in the United States, Europe and India, with suppliers across regions. In practical terms, this is a multi-region approach rather than a claim that every component is sourced domestically. It can coexist with efforts to localize selected manufacturing: supply-chain resilience and domestic value addition are related goals, but they are not the same thing.
