Finland had the lowest cyber risk in MixMode’s May 2024 country ranking, with a Final Cyber Safety Score of 92.81. Bolivia was at the highest-risk end, scoring 38.39. Norway and Denmark followed Finland; Honduras and Venezuela followed Bolivia. These are results from a 2024 composite ranking—not a current assessment or a direct prediction of an individual’s chance of being attacked.

Which countries had the lowest and highest cyber risk?

MixMode Threat Research published its ranking on May 8, 2024, covering 70 countries. It places Finland first on the low-risk side and Bolivia at the high-risk end. The scores below are the publisher’s Final Cyber Safety Scores.

What does a country cyber risk score measure?

MixMode says its composite combines converted values from four sources: the National Cyber Security Index (NCSI), Global Cybersecurity Index (GCI), Cybersecurity Exposure Index (CEI), and Comparitech research. It describes the Comparitech component as reflecting the rate of cyberattacks experienced by users in a country, and says it reversed that score’s direction for the composite.

The inputs do not measure exactly the same thing. Preparedness, exposure, resilience, and observed attack rates are different dimensions of cybersecurity. A composite can offer a way to compare selected indicators, but it should not be read as a standalone measure of national security or the likelihood that a particular person or organization will be targeted.

How MixMode says it combined the inputs

According to MixMode, CEI 2020 uses a 0-to-1 scale, while NCSI and GCI use a percentage-style scale from 0 (worst) to 100 (best). The publisher says it converted the values and averaged them. Its public description does not provide enough calculation detail to independently reproduce every country score, including the precise conversion formula, data extraction dates, and handling of missing data.

Why do sources differ on Bolivia’s score and the inputs?

A contemporaneous BetaNews summary by Ian Barker, published May 10, 2024, reports the same leading countries but gives Bolivia a score of 38.9 rather than MixMode’s 38.39. BetaNews also lists NCSI, CEI, GCI, and Cyber Resilience Index among the inputs, while MixMode names Comparitech research as its fourth input. The sources do not explain this difference, so MixMode’s figure and methodology description are the appropriate references when discussing its original ranking.

How current is the ranking?

It is a May 2024 snapshot, not a 2026 ranking. The scores depend on the indicators MixMode selected, its scale conversions and averaging method, and the underlying data available to the publisher. They should not be used alone to make a current security decision about travel, business operations, or an individual’s online risk.
