Oracle’s Java subscription can cost far more than a license fee based only on the people who run Java: Oracle’s Java SE Universal Subscription uses an employee-based metric. Oracle’s published example prices a 28,000-employee company at $2,268,000 a year. Gartner’s 2025 warning is specifically about access to critical updates for Oracle JDK 8, 11, and 17; it does not mean every use of every Java distribution automatically requires an Oracle subscription.
What changed in Oracle Java pricing?
On January 23, 2023, Oracle replaced its legacy Java SE Subscription and Desktop Subscription products with the Java SE Universal Subscription. Oracle says the subscription covers use across desktops, servers, and third-party clouds, and includes triage support for a customer’s Java portfolio.
The important change for budgeting is the pricing metric. Under the Universal Subscription, Oracle counts employees rather than charging only for the users or installations running Java. The definition includes full-time, part-time, and temporary employees, as well as qualifying agents, contractors, outsourcers, and consultants who support internal operations. A company can therefore have a billable employee count much larger than the number of people who directly use a Java application.
The available information establishes the change and its financial effect, but does not establish Oracle’s rationale for adopting the metric. In practical terms, it makes total workforce size—not just the Java footprint—a central input to the subscription calculation.

Oracle’s FAQ lists a starting price of $15 per employee per month and a lowest published tier of $5.25 per employee per month. The actual price depends on the applicable tier and contract terms; the published figures are not a substitute for a current quote.

These rates are the tiers in Oracle’s March 2023 global price list. That list does not state the employee-count thresholds for each tier in the material cited here, so do not infer a threshold from the sequence. Confirm the current tier and contract calculation with Oracle before budgeting.

Oracle’s 28,000-employee example
Oracle’s March 2023 price list gives this example: a company with 28,000 employees pays 28,000 × $6.75 per month × 12 months, or $2,268,000 per year. This is Oracle’s published calculation for that example, not a universal quote or a claim that every company of that size receives the same contractual rate.
Does running Java in the cloud or in containers avoid the fee?
No, not under the metric Oracle describes. Oracle’s Java SE Universal Subscription FAQ says that “the underlying application architecture and deployment model does not affect pricing.” Moving an application among on-premises servers, containers, or third-party cloud infrastructure therefore does not by itself change the employee-based pricing basis.

But changing where or how an application runs is not, by itself, a way to reduce the employee count Oracle uses.
Do Java 8, 11, or 17 require an Oracle subscription?
Gartner’s January 21, 2025 abstract says Oracle requires a commercial subscription to obtain critical updates for Oracle JDK 8, 11, and 17, exposing organizations to potentially substantial annual fees. The qualification matters: Gartner’s statement concerns critical updates for those Oracle JDK releases. It should not be generalized into a claim that all Java 8, 11, or 17 installations, or all Java distributions, require an Oracle subscription.

Check what your organization actually runs: the JDK vendor and distribution, the release, whether it needs Oracle’s commercial critical updates, and the support arrangement in place. A Java version number alone does not tell you which vendor’s binaries are deployed or what contractual rights apply.
What happens if you do not renew?
Oracle says that when the subscription ends, the customer’s rights to commercial software downloaded under that subscription and access to Premier Support end. Oracle recommends moving to Oracle OpenJDK binaries under the GPL if the customer will not renew. Treat the end date as a migration and entitlement checkpoint: identify affected installations and plan the transition before relying on commercial downloads or support that will no longer be available.

What can replace Oracle Java without the new employee-based fee?
Organizations can evaluate non-Oracle OpenJDK distributions rather than assuming Oracle’s subscription is the only way to run Java. Gartner’s earlier public abstract said most organizations could use less costly third-party Java SE products. Examples to assess include Amazon Corretto, Eclipse Temurin, and supported OpenJDK offerings such as Azul’s Java platform. Their specific pricing, support commitments, update policies, and contractual terms are not established by the cited material; compare those details directly with each provider.
Oracle OpenJDK binaries under the GPL are another option Oracle itself recommends when a subscriber does not renew. Before choosing any replacement, verify that its license and update source meet the organization’s requirements, and test application compatibility rather than treating a vendor change as a purely administrative switch.
Compare the decision on the factors that drive risk and cost
- Population counted: Establish which employees and qualifying contractors, agents, outsourcers, or consultants fall within Oracle’s definition for your organization.
- Security updates: Determine which vendor’s JDK is installed and whether the organization needs Oracle’s critical updates for Oracle JDK 8, 11, or 17.
- Support and response: Compare the support coverage and response commitments actually offered under each provider’s contract; do not assume a community binary includes commercial support.
- Compliance exposure: Reconcile deployed binaries, downloads, subscriptions, and usage rights with the applicable terms before renewing or changing vendors.
- Deployment coverage: Confirm that a proposed distribution and support contract cover the organization’s desktop, server, and cloud environments.
- Migration effort: Inventory Java applications, test them against the proposed distribution, and estimate engineering and operational work needed to move.
- Total cost: Compare the full cost of the counted workforce and required support against the cost of migration and the replacement’s ongoing support and update arrangements.
How widespread is migration from Oracle Java?
TechRadar reported results from Azul’s 2025 survey in which 79% of organizations said they had migrated, were migrating, or planned to migrate from Oracle Java; 66% estimated savings of at least 40% by switching to open source; and 96% reported some licensing or pricing concern. These are survey findings attributed to Azul as reported by TechRadar, not independently audited market statistics or measurements by Oracle or Gartner. They indicate reported concern and migration interest, but they do not predict the savings or migration outcome for an individual organization.
