Windows 11 Insider Preview Build 22567 introduced Smart App Control (SAC), a feature Microsoft said blocks untrusted or potentially dangerous applications. Microsoft announced the build for the Windows Insider Dev Channel on March 2, 2022; the announcement describes a preview, not proof that SAC was generally available to all Windows 11 users.
What Smart App Control did in Build 22567
Microsoft described Smart App Control as a Windows 11 security feature intended to block untrusted or potentially dangerous applications. The announcement did not report measured effectiveness, adoption figures, or security outcomes, so it does not establish how often SAC blocked threats or how well it performed.
Who could enable it in the preview
Microsoft said SAC could be enabled only on devices that had performed a clean installation with the latest Insider Preview, Build 22567 or higher. This was the eligibility condition stated for that 2022 preview, not a current requirements check.
How evaluation mode worked
SAC started in evaluation mode. Microsoft said Windows would assess whether the feature could help protect a device without being too disruptive, then automatically turn it on or off. During evaluation, a user could also turn it on manually in Windows Security under App & browser control.

Other changes in Build 22567
- Cleaner-energy-aware update timing: Windows Update could schedule installations for times when more clean energy was available. The PC had to be plugged in, and regional carbon-intensity data from electricityMap or WattTime had to be available.
- Microsoft 365 subscription management: The build added subscription-management changes in Settings.
- Android phone linking during setup: Users could link an Android phone during the Windows device setup experience.
- Redesigned Open with dialog: The build included a redesigned interface for choosing an app to open a file.
Microsoft noted that some changes were being rolled out gradually, so they might not have appeared for every Insider immediately. The announcement and its later servicing updates are documented in Microsoft’s Build 22567 announcement.
Why this was not a general-release announcement
Build 22567 was a Dev Channel Insider preview. Microsoft cautioned that Dev Channel features represented long-lead work and could change, be removed, or never reach Windows customers outside the Insider program. The post therefore establishes what Microsoft announced for this preview, but does not establish SAC’s current availability or distribution to general Windows 11 users.
